The Role

TEAM PURPOSE: To provide a professional, business focused organisational development and human resource management service, delivering a proactive and solutions-based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver organisational strategy.


JOB PURPOSE: To provide human resources support to Oxfam and the Community Based Organizations (CBOs) working with Oxfam in Mafraq governorate.

DIMENSIONS OF THE ROLE

  • Supervise/monitor resources within defined boundaries or a specialist area, which may include people, assets and/or budgets
  • Provide support and advice to managers on areas of work covered in their remit.
  • Provide support for and implements operational plans to agreed standards.
  • Assist with the development of solutions to diverse and complex problems and develops solutions to more routine problems.
  • Apply information received in a variety of formats primarily from internal sources.
  • Flexibility to anticipate and resolve challenges within the operational context.
  • Impact of this role is significant within the department and could have some impact division(s)-wide.

KEY RESPONSIBILITIES

  • HR support to Community-Based Organizations (CBOs) in the Host Community
  • Provide technical HR support to community-based organizations in Mafraq governorate with regards to (recruitment, updating policies & procedures, leaves management, social security as needed)
  • Participate in the interviews for IBVs recruitments, when needed.
  • Provide HR trainings and capacity building to CBOs and HC Oxfam staff, in coordination with the Country HR Manager.
  • Support CBOs and Oxfam staff in IBVs payroll verification in terms of (leaves, social security, tax, where applicable)
  • Verify HR related tools that are used by the CBOs and help in developing them where needed.
  • Visit CBOs in the host community on a regular basis to provide any HR related support

General Tasks & Responsibilities

  • Assist the recruitment manager in recruitment processes including placing adverts, long listing, interviewing, organizing tests, maintaining the recruitment database for Jordan, proper filing of recruitment records and taking up references.
  • Monitor and advise management on changes in Oxfam HR policies, procedures, systems, processes
  • Monitor and support the implementation of HR policies and procedures within the programme and report non-adherence to the HPM.
  • To set up and monitor induction for all staff ensuring that meetings are arranged, and that feedback is obtained. Ensure the induction pack is up to date at all times.
  • Ensure that terms and conditions for all staff fall within established Oxfam GB policy.
  • Ensure that all new staff are issued with Oxfam ID cards.
  • Ensure staff’s records, HR information and online database are always up to date.
  • Print out monthly pay slips and distribute them among staff and make sure they are all signed and filed properly.
  • Keep track of leavers and make sure the database is up to date and shared with the Senior HR Officer on a monthly basis.
  • Organize and follow up on the submission and completion of timesheets to the Finance Department.
  • Monitor staff absence and follow up with staff and managers on regularly planning their leaves
  • Enter medical claims in the PeopleSoft software on a regular basis;
  • Ensure soft and hard copy of staff personal files and medical claims are always updated and properly filed.
  • Liaise with medical providers ensuring a high quality of service is offered.
  • Organize/file HR files (old & new) in a systematic order.
  • Scan all HR documents and create a clear organized system that facilitates the flow of work.
  • Ensure that personal files for all staff are complete and up-to-date;

What we are looking for

Essentials

  • Generalist HR experience minimum of 2 years in non - governmental organizations, and good knowledge of recruitment procedures.
  • At least a degree in a subject related to Human Resources.
  • Advise and inspire confidence using professional/ specialist knowledge.
  • Confidentiality, tact, diplomacy and good interpersonal skills.
  • Initiative to take responsibility and work with minimal supervision.
  • Budgeting and numerical skills /Attention to detail.
  • Skills in computer applications (MS office/GOLD).
  • Ability to work as a member of a diverse team.
  • Understanding of gender, cultural sensitivity and principles of equal opportunity.
  • Has a strong customer orientation and focuses on customer needs and satisfaction

Desirable

  • Experience in working with Incentive based volunteers is preferrable.
  • Overcomes challenges, despite hurdles, and resolves challenges consistent with Oxfam's values and ways of working.
  • Ability to gather and analyze critical information for reporting and designing systems.
  • Ability to support staff from a distance.
  • Good networking skills.
  • Able to use available technology appropriate to own role.
  • Proactively shares own know-how with other colleagues.
  • Develops job knowledge and expertise through continual professional development.
