Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. Through its Leadership and Governance section, UN Women works to implement Output 4 of the Entity’s Strategic Plan 2018-21 “More women of all ages fully participate, lead and engage in political institutions and processes”.
To promote the leadership and participation of women in all levels of decision-making processes, UN Women works with a range of stakeholders including women leaders and aspiring candidates, national parliaments and parliamentarians, political parties, media, civil society organizations, and electoral management bodies, in coordination with UN partner Entities, through a wide range of interventions which include: i) support gender responsive legal reforms, and institutional processes to advance women’s participation and representation (including initiatives to address violence against women in politics); ii) build capacities of women leaders and aspiring candidates; iii) promote change of gender norms through advocacy and outreach initiatives targeting communities, political leaders and the media; iv) and support women leaders in gender responsive political institutions.
In 2022 the UN Women Kyrgyzstan Country Office plans to conduct a national study on Violence against Women in Politics. The study will document experiences of women in politics, with a particular focus on assessing obstacles to women participation in electoral processes held in Kyrgyzstan in 2021 i.e. the elections to Local Councils in April 2021 and the elections to the Parliament in November 2021. A particular focus of the study will be on the magnitude, forms of violence, risk and protective factors, help-seeking behavior, and consequences it may have on women’s health, well-being as well as on their political participation and leadership. The data collection methods used by the study will be quantitative sample study and qualitative interviews/focus groups. This information will be complemented by an assessment of the national and sub-national legislative and policy framework on women’s political participation and VAWP, enabling the identification of entry points for strengthening the normative and institutional framework on VAWP.
It is anticipated that the study will generate evidence on most critical barriers to women’s political participation and leadership in local government in Kyrgyzstan, guiding efforts of UN Women and its partners to promote and support women’s political empowerment and participation as office holders.
UN Women Kyrgyzstan CO is now seeking the services of a National Gender Expert, to support the implementation of this study. Under the overall guidance of the Head of Programmes, the National Gender Expert will provide technical and coordination support to the implementation of the National Study on Violence Against Women in Politics in Kyrgyzstan.
Duties and Responsibilities
The study has the following objectives:
Under the guidance and supervision from the UN Women Head of Programmes, the National Gender Expert (Expert) will provide technical support to the implementation of the National Study on Violence Against Women in Politics in Kyrgyzstan. To achieve this objective, the Expert will undertake the following tasks: Task 1: Support overall coordination and implementation of all components of the VAWP candidates’ study in Kyrgyzstan 1.1 Develop a workplan for the implementation of the study, in close coordination with UN Women team and the research company. 1.2 Assist in the establishment of the Technical Team and Reference Group, contacting relevant partners, including notetaking and scheduling, as requested. 1.3 Provide technical support to the research company, including adaptation of the study to the country context. 1.4 Assist in overseeing the implementation of planned stages of the study by the research company to ensure timely implementation of the study. 1.5 Assist in the review and provide comments/recommendations on deliverables submitted by the research company. 1.6 Provide regular updates and assist in coordinating the meetings of the Technical Team and Reference group. Deliverables: • Workplan for the implementation of the study, in close coordination with UN Women team and the research company. • Documents for the establishment of the Technical Team and Reference Group, ToR, list of relevant partners, minutes of the meetings (at least two meetings) • Monitoring reports (at least 3 reports) on the progress of implementation of planned stages of the study by the research company to ensure timely implementation of the study, including set of comments/recommendations on deliverables submitted by the research company. Task 2: Undertake background research and review of legislative and policy framework on VAWP in Kyrgyzstan 2.1 Conduct mapping of existing quantitative and qualitative approaches in collecting data on VAW and VAWP in the context of Kyrgyzstan, including: • Gathering tools previously used in collecting information on VAWP (and VAW as needed) in the context of Kyrgyzstan (e.g., questionnaires, interview guides, focus group guides, manuals for data collection etc.); • Identifying findings that could be used in the qualitative and quantitative components of the current study, including on issues covered (magnitude measurement, risk and protective factors, perpetrators, location, consequences etc.), specific modalities of obtaining information (phrasing questions, sequencing of issues covered in interviews), and reported challenges in data collection or presentation of the results. 2.2 Review of existing assessments of Kyrgyzstan’s current legislative and policy framework as it relates to women’s participation in elections and VAWP, and by comparison with standards set by international normative frameworks and global best practices. Voluntary strategies and initiatives (such as codes of conduct adopted by political parties) and key actors/stakeholders in monitoring, preventing, and responding to VAWP in Kyrgyzstan will also be identified. And especially the resent OSCE Study, which provides an overview of the national legal context. Deliverables: • Mapping of existing quantitative and qualitative approaches in collecting data on VAW and VAWP in the context of Kyrgyzstan, including a bibliography and preliminary analysis of materials • Document with the review of Kyrgyzstan’s current legislative and policy framework, as it relates to women’s political participation and VAWP, and by comparison with standards set by international normative frameworks and global best practices. Task 3: Conduct preliminary research and verification of the scope of Study 3.1 Conduct series of consultations with stakeholders relevant to preventing, mitigating or responding to violence against women in politics in Kyrgyzstan, including: • 2 Focus Groups with women candidates in local and parliamentary elections in 2021, enabling documenting the findings that will then inform on the methodology of the quantitative and qualitative components of the study, including: a) risks and protective factors, defining on who are the perpetrators, when and where VAWP is taking place, what are consequences of violence; b) specific acts of violence experienced by women candidates; b) suggest specific phrasing that could be used when designing the questionnaires; and c) recommend which violent acts are perceived as most sensitive and therefore be placed at the end of the questionnaire/interview guide. • Individual in-depth interviews with at least 4 women candidates (2+2), to facilitate disclosure of information in complete privacy. • Up to 10 Individual interviews with stakeholders specifically involved in electoral processes, such as: Central Election Commission (CEC), provincial election commissions; political parties, NGOs and international organizations specialized on elections, justice sector engaged in addressing violence against women and girls, and violence against women candidates in particular. Deliverables: • Report with the analysis of information gathered during the preliminary consultations- focus groups and interviews • Stakeholder mapping, a list of stakeholders proposed for participation in the study Task 4: Provide technical support to the research company on the development of quantitative data collection tools and sample design, based on the findings of the preliminary qualitative research and verification of the scope of Study 4.1 Support in the development of the following documents: • the questionnaires, which will reflect the purpose of the Study and capture experiences of women in politics, with a particular focus on assessing obstacles to women’s participation in local and parliamentary elections; • the interviewer’s manual, which will cover all aspects of the Study, to serve as guidance during training and fieldwork operations; • a testing strategy, including pilot training, to capture different methods and types of respondents and environments; data collection tools and training materials. 4.2 Support the development of the samples of the two surveys, ensuring the adequate representation of women candidates from all seven provinces of Kyrgyzstan, different geographical locations (south/north, urban/rural locations); women candidates on party lists/ independent candidates. 4.3 Review and support in finalization of the brief sampling note, which will detail the sample design, including the sampling frame, the principles used in selecting primary sampling units, the location of sampling units, and the respondent selection protocol for the two surveys. 4.4 Coordinate with the Central Election Commission and political parties on finalization of the lists of women candidates to be respondents of the study.
