NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The following is a brief description of the role.

Duties & Responsibilities

  1. Supervise implementation on ICLA activities in Kutum, North Darfur.
  2. Line management including performance management of ICLA Project Officers and Assistants operating in Kutum, North Darfur.
  3. Adherence to NRC policies, guidance and procedures.
  4. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps.
  5. Manage and implement delegated portfolio of ICLA projects related to Housing land and property rights, collaborative dispute resolution and access to legal identity including civil documentation (activities, budget and project documentation in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation)
  6. Provide regular progress reports to the Area Manager and/or ICLA Project Manager.   
  7. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  8. Promote and share ideas for improvement and necessary changes in the activities
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders
  11. In consultation with the ICLA Manager and ICLA Specialist, coordinate and facilitate capacity building trainings for humanitarian partners, local authorities and displaced community leaders.
  12. Ensure compliance by the ICLA Project Officers and Assistant with ICLA policies, and implementation of ICLA case management and M&E tools.
  13. Implement HR related processes (recruitment, orientation, training, performance appraisal) with respect to the ICLA Project Officers and Assistants.
  14. Ensure compliance by the ICLA Project Officers and Assistants with NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and amicably resolve any challenges that arise between the ICLA Project Assistants and NRC’s support departments.
  15. Supervise ICLA Project Officers and Assistants to implement ICLA activities in Kutum, North Darfur.
  16. Foster productive relationships between ICLA and local authorities / humanitarian partners.
  17. Any other task relevant to the position as requested by the line manager.

 

Our Ideal Candidate:

  • Previous experience from working in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills;
  • Strong organizational and team building skills
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • Knowledge about own leadership skills/profile.
  • Ability to work independently whenever required.
  • A University degree in law is strongly preferred and will be considered a very strong asset; alternatively, a degree in social science, political science, or a related subject will be considered if the candidate has a sufficiently strong background in protection related work.
  • Experience from working in a protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building trainings.
  • Experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
  • Significant experience in monitoring, evaluation and reporting on project activities.
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
  • Fluency in written and spoken English.
