Mission and objectives

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of our work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict.

Context

WFP, in partnership with government and other UN agencies, provides support Rohingya refugees and Bangladeshi host community in Cox’s Bazar to ensure food security of the community. In collaboration with Ministry of Primary and Mass Education, WFP provides micronutrient-fortified biscuits to pre-primary and primary school children for each day of school attendance along with raising of awareness of parents, school management committee members and community. The School Feeding program intends to simultaneously fight micronutrient deficiencies and hunger among primary schoolchildren. It provides a 75gm packet of biscuits to host community and and 50gm of biscuits to Rohingya refugee camps schoolchildren in targeted areas, on a daily basis six days per week. The locally produced biscuits are fortified with fourteen vitamins and minerals Within this context, the United Nations World Food Programme (WFP) is looking for a National UN Volunteer-Field Monitoring Assistant to be based in Cox’s Bazar under the guidance and direct supervision of the Programme Assistant, to provide implementation and monitoring support to the School Feeding Programme in Cox’s Bazar programme.

Task description

Under the direct supervision of the Programme Assistant, the National UN Volunteer will undertake the following but not limited to tasks: 1. Coordinate and monitor the implementation of the assistance programme at the sub-office /field level, in close collaboration with the cooperating partners; 2. Prepare action plan for Cooperating partners based on monitoring findings and monthly monitoring plan; 3. Review cooperating partners monthly work-plan and assist in the implementation of the plan of action, review achievements and constraints and provide feedback accordingly; 4. Conduct Post Distribution Monitoring (PDM) at the school level and provide feedback to school on the spot for improvement and corrective measures; 5. Oversee Focus Group Discussion with school children, parents and school management (SMC) members and prepare reports; 6. Assist distribution monitoring at schools and provide feedback to school teachers and report findings to supervisor and accumulate monitoring findings and report accordingly; 7. Check school stores and take physical inventory of WFP food item and check the quality of food; 8. Visit cooperating partners warehouses of WFP programs and check documents, physical balances and report findings; 9. Monitored the school level purchase, linkage with local producer groups, and the documentations; school level purchase committees, mothers’ groups, producer groups are functional; cooked meals preparation and distribution of food; Essential Learning Package activities are organized effectively by partners; 10. Observed training organized by partners for schoolteachers and Government officials and provide feedback and report; 11. Monitored whether garbage (empty packets) management procedure is strictly followed and sanitation practices are in place, hand washing, and dishwashing facilities are functional; school vegetable gardens are established as per plan and achieved objectives of this activity and WASH facilities are adequate and safe for children and ensure partners effort to improve; 12. Assist the WFP Programme Officer and cooperating partners in encouraging women’s participation in school management committees; 13. Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete monitoring tasks; 14. Receive and collate comments and feedback from cooperating partners, beneficiaries, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations. Results/Expected Outputs: • The program implementation guidelines are followed; • WFP resources are utilized properly; • Capacity of partner staff is strengthen; • Quality and timely support to the project team
