Mission and objectives

Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for thebenefit of all. It does so by providing services and advice to governments and migrants.

Context

Under the overall supervision of the Head of Programmes in Lebanon, and direct supervision of the Programme Support Officer, and in close coordination with the Monitoring and Evaluation (M&E) Officer at IOM’s Regional Office for the Middle East and North Africa and relevant units at Headquarters, the UN Volunteer, will support the monitoring and evaluation of IOM programmes and projects in Lebanon. The UN Volunteer will also support reporting, data collection and analysis of monitoring and evaluation findings, strengthening accountability to affected populations, and produce learning outcomes to inform and develop programming.

Task description

Under the direct supervision of the Programme Support Officer, who provides support to the unit leads of IOM Lebanon’s Public Health Unit; Emergency, Recovery, and Resilience (ERR) Unit; Migration Protection and Assistance (MPA) Unit; and Data & Research Unit, the UN Volunteer will undertake the following tasks: 1. Assist in the development and implementation of M&E plans, and in collecting, maintaining, and analyzing various data for monitoring and evaluation activities. 2. Undertake regular travel to the field in coordination with relevant IOM staff and/or partners to support implementation of monitoring and evaluation and to discuss corrective measures when needed. 3. Support to ensure that relevant MEAL findings such as critical challenges, lessons learnt, best practices, are acknowledged and discussed both internally and with relevant external stakeholders, particularly donors. 4. File and compile reports that will be produced for the projects, programmes and strategy and keep track of reporting schedules in line with donor and other reporting requirements. Monitor endorsement procedures with the required endorsement entities. 5. In coordination with the Programme Support Officer, apply MEAL activities and findings dur-ing the project design phase in coordination with project managers and prepare inputs for project development according to specific needs and situation analysis in accordance with IOM project development standards. 6. In coordination with the relevant units and focal points, support the “do no harm” principle and work to promote Accountability to Affected Populations (AAP) approaches through aware-ness-raising and the development of effective accountability mechanisms, in line with IOM’s global standards. 7. Collaborate with communications and visibility staff to realize effective use of monitoring da-ta and evaluation findings for public relation purposes. Compile and collect human interest stories for publishing. 8. Keep abreast of internal framework for MEAL and Results Based Management (RBM) devel-opments to ensure compliance with processes and strategies such as the Country and Re-gional strategies, IOM Institutional Questionnaire (IQ), IOM global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and PRIMA-for-all standards. 9. Perform such other duties as may be assigned. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading rele-vant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host coun-try. • Reflect on the type and quality of voluntary action that they are undertaking, including participa-tion in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
