Background

Bangladesh is often considered as one of the countries most vulnerable to climate variability and change. To address the adverse effects of climate change, adaptation is included in the key national development plan, the 7th Five Year Plan (2016-2020). The adaptation program prioritized in the National Adaptation Plan of Action (NAPA), the Bangladesh Climate Change Strategy and Action Plan (BCCSAP) and the Nationally Determined Contributions (NDC) is now under implementation. Recognizing that climate impacts are undercutting hard-won human development gains, Bangladesh has already taken strides in adaptation planning over the last decade, by implementing the NAPA, setting up climate change trust funds, and pioneering community-based adaptation approaches. However, institutional arrangements and a coordinated strategy for mid and long-term climate change adaptation investment are not yet in place.

To meet this gap Formulation and Advancement of the National Adaptation Plan (NAP) Process is being executed by the Department of Environment having UNDP as the implementing partner financed by the Green Climate Fund (GCF). The objective of this project is to formulate the Bangladesh National Adaptation Plan (NAP) with a focus on long term adaptation investment and enhancing national capacity for integration of climate change adaptation in planning, budgeting and financial tracking processes. This GCF NAP readiness support project will achieve this objective through four inter-related outcomes:

  • Outcome 1: Strengthened institutional coordination and climate change information and knowledge management for medium- to long-term planning
  • Outcome 2: Adaptation options appraised and prioritized and National Adaptation Plan formulated
  • Outcome 3: Climate risk informed decision-making tools developed and piloted by planning and budget departments at national and sectoral levels
  • Outcome 4: Nationally appropriate adaptation investments tracking mechanism set up and financial plan for mid-and long-term CCA implementation prepared.

The Project’s output on National Adaptation Plan requires to know area specific climate change impact and vulnerability, how adaptation is taking place by locals in different climate stress areas and what measures should be initiated by government and other agencies aligning with SDGs and other global initiatives.   

  1. OBJECTIVES

The objective of this assignment is to produce 11 (eleven) video documentaries on the impact of climate change in the climate stress areas of Bangladesh. These documentaries will portrait how climate change is affecting live and livelihood of the people of climate stress areas and more importantly how adaptation is taking place by the locals. These 01-minute-long each documentary will also represent the Bangladesh Government's intervention to fight against adverse impact of climate change in light with National Adaptation Plan (NAP) of Bangladesh and climate stress areas.

Duties and Responsibilities

The consultant will use its expertise in shooting, editing and producing documentaries that appear coherent with the communication guideline and in compliance with the organization’s policy. The Specific tasks will be:

  • Work with PMU, UNDP/NAP project Communications team and the National Project Director -NAP Project.
  • Prepare 11 scripts for the video documentaries. 
  • Ensure delivery of all the end products that meet the deadlines as specified below.
  • Ability to travel to various locations in Dhaka, UNDP Dhaka office, NAP Project Office in Dhaka and outside of Dhaka in climate stress areas of Bangladesh.
  • UNDP/NAP would provide a letter of cooperation mentioning the purpose of the video but the offeror will be responsible to obtain any necessary permits for using drone if needed.
  • The Consultant will arrange by own and manage all travel arrangements, accommodation and meals for the production crew and support staff while in the field for filming at the different locations of Bangladesh.
  • Liaise with NAP Project Management Unit (PMU) on production schedules, filming, filming formats, and location access.
  • Ensure pre-production filming and post productions at the highest quality.
  • Research and locate human interest stories as according to proposed topics.  All interviewees will need to be requested for permission and/or agreement/willingness before filming.
  • Coordinate all necessary appointment interviews with key interviewees for interviewing/filming.
  • Undertake all necessary editing and post production work, keeping in the management team informed for feedback.
  • Ensure highest broadcast quality productions and filming.
  • Ensure delivery of all footage obtained for productions. All rights reserved under the NAP Project. 
  • Ensure that all requests and instructions received from the PMU/Project Manager pertaining to the type of production that is required and fulfilled.
  • Provide a social media publishable version.
  • Submit all the raw footage and still photography to the PMU.
  • Provide English captions below the video footage.

Technical specification for the documentaries

  • Broadcast quality full HD video, 1920x1080p, 50FPS.
  • Professional sound recording at minimum of 96 kHz/24-bit.
  • HD web files (H264 MOV.) as final products.
  • HD DVD as final products.
  • Professional cameras e.g. Canon 5D or equivalent camera an advantage.
  • Narration / voice over in Bangla must be done by a professional actor or announcer.
  • Use diagram, map, animation, graphics and location cutaways wherever possible for easy understanding.
  • No picture/ footage/ sound/ script or anything that are going to use in documentaries should not be used in any other previous materials or that kind of materials.
  • Stereo sound specially score for the documentaries and the audio should be free of any impairment.
  • The offer must envisage the use of royalty free music for the videos. 

Number of Documentary and Focus

Eleven (11) documentaries (with durations of 01 minutes or less in each)

(a) Impact and types of climate change vulnerability in 11 climate stress areas of Bangladesh as mentioned in NAP.

(b) How individuals and communities are being affected by climate change, adaptation innovation/techniques and expectations.

(C) Measures taken to combat with the climate change impact by GoB and UNDP following the proposed NAP of Bangladesh.

Shooting Location

Selected consultant will travel for shooting at different Upazilas of 18 Districts considering below mentioned climate stress areas of Bangladesh.   

South-western coastal area and Sundarbans, Southeast and eastern coastal area, Chattogram Hill Tracts, River, floodplain, and erosion-prone area, Haor and flash floods area, Drought Prone and Barind Area, Northern, north-western region, Chalan Beel and low-lying area of the north-western region, Char and Islands, Bay of Bengal and Ocean, and Urban Areas.

Specific Issues

Rainfall variability, Floods, Draught, Sea level rise, Salinity, Cyclonic storm surge, Draught, Erosion, Lighting, Extreme hit, Extreme cold, Landslide and Sea surface temperature and ocean acidification.

The consultant shall warrant the complete intellectual ownership by UNDP of all the materials, products and all the elements of the finished materials.

OUTPUTS AND DELIVERABLES

The hired IC will be responsible for delevering bellow materials:

  • Phase-1: Pre-production documentation (idea/scripts development, finalizing the storyline, selecting narrators, feedback and, revision and finalizing/approving, etc.)
  • Phase-2: Field visit and capturing video and interviews.
  • Phase-3: In-Office Interviews (filming interviews with Senior Management, filming narration of project managers and other key stakeholders)
  • Phase-4: Creating animation to complement the narrative accounts and interview videos.  
  • Phase-5: Post-Production (editing, sound mixing, animation, color correcting and mastering, subtitle and voice over). 
  • Phase-6: Presenting videos to Management team for reviewing and incorporating feedback.
  • Phase-7: Final submission of the Video Documentaries (Submitting the final version of the video documentaries in master copies on hard drive including raw files & footage and still picture. Duplicate the master video tapes onto different formats as specified for final deliverables.

Final Products and Services

The consultant will complete 11 (eleven) documentaries with all incorporated feedback by UNDP and provide all final products following format:

  • High-resulation ready for broadcast with subtitle in English (AVI format)
  • Low-resulation for on line promotion with subtitle in English (AVI format)
  • Final products of video documentaries on pen drive (Pal Format and multi-region).
  • Provide all row footage and master copies (HD format) of all documentaries on hard drive.

General instructions

  • The content and other elements of the video documentaries will be prepared as required by and to the satisfaction of UNDP.
  • UNDP will not use the name of film maker as ‘Film Maker’ during dissemination.
  • The film maker shall undertake, even after the engagement with UNDP is completed, not to publish such data without the specific approval of UNDP.  The film maker recognizes that such rights include, but are not limited to, copyright and other rights in written material, sound and video recordings, including films, maps, photography, and any other materials in any other medium.
  • The film maker shall exercise the utmost discretion internally and externally in regard to all matters related to this assignment. Confidential information that is known to the author because of the contract shall not be disclosed to any third party without the prior authorization of UNDP.
  • UNDP will reserve all rights including copyright of the videos.

The consultant will be paid on a lump sum basis under the following installments.

SUPERVISION AND PERFORMANCE EVALUATION

The consultant will report to the Project Manager, NAP in coordination with the Communications and Outreach Consultant will coordinate activities with the video team. The project team/ PMU will help in setting up appointments for filming with all concerns, team members, NAP Formulation Team etc.

TIMELINE

The assignment is for a total of 52 days over a period of 3.5 months.

DUTY STATION

The consultant will be based in NAP, PMU at Agragaon, Dhaka.

INPUTS

The Consultant will use his/her own personal PC or laptop and other required equipment, and

UNDP (NAP, PMU) will provide office space.

TRAVEL AND DSA:

No DSA/Travel bill will be paid separately to the Consultant for this assignment. The Consultant will prepare budget for all costing to perform this job as mentioned in this ToR and submit financial proposal accordingly to the UNDP.

Required Skills and Experience

ACADEMIC QUALIFICATIONS       

  • Minimum Bachelor’s degree in Arts, development studies, and relevant subject.

EXPERIENCE

  • Minimum 5 years of working experience in writing script and producing video documentary /TV Spot/ Docu-drama /Animation on different issues including climate change, environment, and natural resources management.
  • Must have experience in producing video documentaries /animations on climate change or relevant fields (Please provide electronic links for viewing).
  • Demonstrated experience/ability to produce documentaries using technical terminology of climate change, environmental science, and natural resource management.
  • Experience in working with United Nations/donor/INGOs in climate change.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight: 70%

  • Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
