Org. Setting and Reporting

This position is located in the United Nations Conference on Trade and Development, Division on Technology and Logistics, E-Commerce and Digital Economy Branch, eTrade Initiatives Section. The Programme Officer reports to the Chief of the eTrade Initiatives Section. The focus of the job is to contribute to the management of the eTrade for Women initiative, and in particular its Communities.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Participates in the development and implementation of activities under the eTrade for Women initiative in particular to develop, nurture and grow the eTrade for Women Communities of women digital entrepreneurs.
• Prepares and implements communication plans to ensure the visibility of eTrade for Women Communities and its members across various channels (print, web, digital); Gathers content for outreach and communication-related purposes.
• Performs consulting assignments, by planning and facilitating workshops, through other interactive sessions, contributing and facilitating to the capacity building and other empowerment activities for women digital entrepreneurs, like the eTrade for Women Masterclasses.
• Defines terms of reference, membership conditions, acts as "Community-manager”, rolls out agreed workplans and manages the virtual presence on the eTrade for Women website.
• Researches, analyzes and presents information gathered from diverse sources to inform eTrade for Women activities and mainstream policy issues across the work programme of the Branch and the organization.
• Assists in policy development, including the review and analysis of relevant issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. for background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Undertakes outreach activities and expands partnership opportunities and leverages synergies between eTrade for Women Communities, eTrade for all partners, local and regional governments and institutions as well as private stakeholders for greater impact and sustainability.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

A minimum of two years of experience in digital entrepreneurship is desirable.

Previous experience managing and implementing community building activities in developing countries is desirable.

Experience working on issues affecting women digital entrepreneurs in developing countries is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency English is required; knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
