The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 192 projects in 123 countries and has committed USD 10.1 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

Under the overall guidance of the Financial Management System Lead, the Financial Management System Specialist will provide advice and functional support during the implementation of the GCF financial management suite (GFMS).  The modules of interest are Financial Planning and Analysis, Financial Controls, General Ledger, Accounts Payable, Treasury and Investment Management, Accounts Receivable, Financial Reporting, and Analytics. 

 

Duties and responsibilities

Purpose

  • In consultation with the different stakeholders, develop and adapt the GFMS process designs, control framework, integration designs, reporting, and analysis designs. 
  • Develop and process the test cases through the developed system and provide feedback before user acceptance testing (UAT) 
  • Develop and maintain a log of all issues identified during the testing and work with the vendor and the implementation team to ensure they are resolved. 
  • Adapt the GFMS end-user training materials to the GCF operating environment and policies and provide input to the knowledge transfer from project to ‘business as usual arrangements. 

 

Engagement

  • Advise the solution provider on the changes that may be needed on the prototypes developed during the build stage. 
  • Provide recommendations on the appropriate implementation strategy and deployment plan.  
  • Build the capacity of the end-users during the deployment stage.  
  • Engage the end-users on issues arising during the deployment phase, address minor issues, and escalate issues requiring senior members or solution providers’ attention.

 

Delivery

  • Configure the approved system designs and set up of the workflows, business rules, forms, and reports in a timely manner. 
  • Devise the appropriate approach to manage the user acceptance testing, including review of results, reporting of issues, resolution of issues, and their retesting for timely completion of the user acceptance testing. 
  • Optimize user experience by monitoring, resolving, and escalating reported issues by end-users in line with the service-level agreement with the solution provider.  
  • In collaboration with the solution provider, devise the appropriate approach and migrate data from the legacy systems to the new financial management system to ensure continuity of historical reports in the new financial management system. 

 

Education and Certifications*

  • Master’s degree in Business Administration, Finance, Economics, or related field.  Bachelor's degree with an additional of 2 years of relevant experience 
  • Fully qualified accountant (ACCA, CA, CIMA, CPA) and an active member of the respective professional body. 
  • Project management certifications (e.g. PMP, Prince2) and process improvement certifications (e.g., Six-Sigma Green/Black belt) will be an asset.  

 

Experience 

  • Minimum seven (7) years of progressively responsible experience in working with design, sourcing, implementation, and post-go-live support for Cloud-based ERPs. Experience with S4 Hana or Oracle Cloud is required. The modules of interest are Financial Planning and Analysis, Financial Controls, General Ledger, Accounts Payable, Treasury and Investment Management, Accounts Receivable, Financial Reporting, and Analytics. 
  • Project management experience evidenced by the successful delivery of complex projects 
  • Strong financial planning and analysis (FP&A) experience including the development of customized reports for a variety of audiences.
