Org. Setting and Reporting

This position is located within the United Nations Mission to Support the Hudaydah Agreement (UNMHA) and will be based in Sana’a, Yemen.

The Chief of Section, Service Delivery and Supply Chain is responsible for the overall management of supply chain and service delivery operations including the provision of technical and logistical support services to all United Nations Mission to support the Hudaydah Agreement (UNMHA) and the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) Mission components, through planning, coordinating and delivering integrated technical, logistical and supply chain-related services within the combined mission support structure

The position is based in Sana’a, Yemen, with responsibility for management of all local Mission Support areas, including management of staff, assets, transportation, freight planning, warehousing, asset & inventory management, planning and policy of acquisitions, movement control, tracking of distribution, and budgetary resources.

This position reports to the Chief of Mission Support.

Responsibilities

Within the delegated authority, the Chief of Section, Service Delivery and Supply Chain P-5 is responsible for the following functions:

• Exercises managerial and supervisory control over all logistics, technical and operational supply chain and service delivery operations within the Supply Chain and Service Delivery pillar. He/she works in close cooperation with Mission Support Service Chiefs to ensure that the demands for goods and services are planned and resourced, forecasted, accurate, and submitted in a timely manner to allow for processing through the supply chain in time to meet client requirements. The incumbent contributes to planning for and resourcing operational requirements, in close coordination with all Mission components to ensure successful implementation of mission mandated tasks.
• Manages and coordinates all multifunctional support services requirements between the U.N. Headquarters, Mission components and other UN and non-UN entities to ensure efficiency and effectiveness of support services. He/she acts as the principal liaison between the Mission, and the Headquarters as appropriate, for support delivery service matters and co-ordination of day-to-day support services at Mission Headquarters and Field Offices. The incumbent implements UNHQ policy and develops mission procedures to ensure service delivery and supply chain operations comply with UN regulations and rules.
• Initiates the development and implementation of the Service Delivery and Supply Chain work plan, prioritizes and anticipates requirements. He/she implements policies and procedures to facilitate achieving work plan goals.
• Develops and monitors KPls to ensure consistency and improvements in Supply Chain and service delivery.
• Conducts overall planning and coordination of logistics support services for deployment of civilian and observer, personnel in all sectors of the Mission. He/she ensures that logistical requirements take account of gender-specific needs. The incumbent acts as work force planner, Hiring Manager and First Reporting Officer for the Service Delivery and Supply Chain pillars and Section Chiefs respectively. He/she manages and supervises a Service Delivery and Supply Chain Pillar that is trained, resourced and motivated to meet client requirements in execution of the Mandate.
• Assumes responsibilities of Certifying Officer for the budget allocation to Mission Service Delivery and Supply Chain functions. The incumbent is required to chair or be a member of technical and operational bodies. The incumbent advises senior management (CMS, Head and Deputy Head of Mission), on support services management, structures and staffing levels ensuring that they are, at all times, adequate to meet the requirements of the mission support concept. Ensures timely and proper management of UN owned assets and contractual services of high financial value under the control of Service Delivery.
• Coordinates budgetary requirements for Service Delivery and Supply Chain pillars, submitting budget performance reports and contributing to Mission overall budget submission in close coordination with Mission Service Chiefs and CMS.
• Provides technical and professional responses to BOA and OIOS audit observations and ensures that agreed observations are implemented in a timely manner.
• Ensures coordination and monitoring of overall strategies and programmes for the Service Delivery and Supply Chain activities of the mission and takes the lead in consolidating the required human and financial resources required in support of these services. Rapidly redirects the work plan to accommodate and support major operational changes in the mission.
• Develops and implements a service optimization programme to promote continuous improvement in the quality and delivery of Supply Chain and Service Delivery activities to mission clients. This includes a regular review of critical and key supply chain processes to identify and resolve bottlenecks, delays and inefficiencies. Further this also includes the establishment of relevant strategic supply chain performance indicators which provide data and analysis for the review of senior management.
• Liaises, negotiates and coordinates with national authorities with respect to Service Delivery and Supply Chain matters. Provides guidance, support and supervision to administrative and logistics support staff within the Service Delivery and Supply Chain service as well as audit and evaluation services, as appropriate.
• Participates in the mission planning process throughout the mission life cycle, with particular attention to supply chain areas and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain within the mission.
• Promotes continuous improvement in the quality and delivery of supply chain activities to missions' clients through a regular review of critical and key supply chain processes to identify and resolve bottlenecks, delays and inefficiencies, including the establishment of relevant supply chain performance indicators which provide data and analysis for the review of senior management.
• Ensures that all processes and systems in place are relevant and cost effective. Ensures, thorough collaboration with all stakeholders, the implementation of the Global Field Support Strategy, in particular the management of a supply chain that is client-oriented, responsive and allows for efficiencies wherever possible.
• Provides strategic advice to the CMS on the necessary managerial, logistical and administrative support required to fully implement the integrated supply chain.
• Represents the CMS in Sana’a as the lead focal point on all Mission Support areas.
• Performs other related duties including deputizing for CMS as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, engineering, logistics, medical, aviation or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 10 years of progressively responsible experience in at least 3 of the following Logistics areas: Fleet Management, Air Operations, Medical Services, Construction, Building-Facilities Management, Conference Services, Rations, Fuel, supply chain planning, logistics, warehousing, asset & inventory management, passenger & cargo transport or Contract Management, is required.

At least 4 years of management experience in the area of Supply Chain and Service Delivery, is required.

At least 2 years in managing Supply Chain and Service Delivery Operations in an international environment, is required.

Experience in planning, deployment or sustaining field operations, is desirable.

Experience in managing complex Supply Chain and Service Delivery operations in a conflict or post-conflict environment with scarcity of resources, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
