Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women is mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In PNG, UN Women’s flagship programme for Ending Violence Against Women (eVAW) is the Spotlight Initiative. The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary – General and the EU High Representative and Vice President. SDG 5 and the achievement of gender equality are placed at the center of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages. 

The Spotlight Initiative in Papua New Guinea is in its 2nd phase and is implemented through four UN agencies (UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

Within the Spotlight Initiative, UN Women leads to work on building a strong and visible women’s movement to ensure a coordinated voice that can consistently demand and monitor progress on gender equality in the country. The women’s movement in PNG is fragile and dispersed, although great strides have been made in the last decade.  During phase 1 of the Spotlight Initiative,  UN Women worked with several local CSOs to strengthen their institutions and community led initiatives. A critical problem facing local groups is access to funding, in part due to low administrative capacity and because of the stringent requirements in managing funds. Another issue is the isolation of local groups and scarce opportunities to learn from each other and develop joint programming. Pillar 6 of the Spotlight Programme Initiative and the Women, Peace and Humanitarian Fund are contributing to strengthening the capacity of women’s rights organizations to design and deliver quality programmes to end violence against women and girls.

Under the overall guidance of the Deputy Country Representative and the direct supervision of the Program Manager - eVAW, and working closely with the CSO Capacity Building Specialist, the Programme Analyst-eVAW is responsible for ensuring quality implementation; monitoring and reporting on the Spotlight Initiative Pillar 6 and implementing partners. This includes support to managing the grants within the portfolio. The Programme Analyst guides and facilitates the delivery of the UN Women components of the Spotlight Initiative programme with a focus on movement building; by initiating and coordinating activities; building capacity of local partners; monitoring results achieved during implementation; ensuring appropriate application of systems and procedures. Through the Programme Manager, The Programme Analyst works closely with the P3 Spotlight Technical Coordinator, the other Recipient UN Organisations (UNDP, UNICEF and UNFPA), Implementing partners, the WPHF Secretariat, the EU and other donors, civil society and Government officials to ensure a coordinated and successful implementation of UN Women’s activities under Spotlight.      

Duties and Responsibilities

. 1. Provide substantive administrative support to the implementation and management of the grants under the Spotlight programme,

  • Provide technical inputs to the annual workplan and budget
  • Support the implementation of programme activities on CSO capacity and movement building
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of implementing partners
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports
  • Train partners on Results Based Management and monitor implementation.

2. Provide technical assistance and capacity development to eVAW programme implementing partners 

  • Coordinate with implementing partners and provide technical support in the implementation of approved institutionale grants and programme agreements
  • Maintain relationships with Spotlight and WPHF Implementing Partners to support implementation of the programme
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners
  • Participate in donor meetings and public information events, as delegated.

3. Provide technical inputs to the monitoring and reporting of the eVAW programme

  • Monitor progress of implementation of activities and finances from Implementing partners
  • Maintain database of monitoring missions, partner reports and data on programme results and produce analytical reports
  • Provide substantive  inputs to the preparation of donor and UN Women reports for the EVAW portfolio

4. Provide technical support to inter-agency coordination to achieve coherence and alignment with UN Organizations

  • Provide substantive technical support to the Deputy Representative, Spotlight Technical Coordinator and eVAW Program Manager on inter-agency coordination related activities by drafting background reports and briefs.
  • Participate in UN coordination group meetings as delegated

5. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to eVAW, with particular focus on movement building
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
  • Coordinate the development of knowledge management methodologies, and products on EVAW

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Business administration or a related Management field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in grants management, budget planning and management,, , monitoring and evaluation, donor reporting
  • Experience in capacity building of ivil society is an asset
  • Experience in managing civil society partnerships, coordinating, and liaising with government agencies and/or donors is an asset.
  • Experience supporting/implementing an EU-funded project is an asset.
  • Experience in the usage of computers and office software packages and experience in handling of web-based management systems

Language Requirements:

  • Fluency in written and spoken English and Tok Pisin is required
  • Knowledge of the other UN official working language is an asset.
