Project Assistant (G5)

Background:

The Presence implements the extra-budgetary funded project “Strengthening rule of law and promoting protection of human rights in Albania through support to the Constitutional Court”. This project which seeks to support the newly composed Constitutional Court in enhancing the transparency, access to and efficiency of its operations, and strengthening institutional capacities to uphold the rule of law and protect human rights in line with international standards and OSCE commitments. In this regard, a Project Assistant (PA)  will be hired on a fixed-term contract for 24 months. The PA will provide organizational and administrative assistance to the project manager in the implementation of the project activities.

*The classification, hence the grade, of this post is yet to be formally approved and confirmed.


Tasks and Responsibilities:

Under the direct supervision of the Project Manager, the incumbent will perform the following duties:

  1. Provide administrative and practical support for the timely and effective implementation of project activities, by ensuring that deadlines are met and procedures are followed;
  2. Works closely with the project team to organise small and high level events related to the Constitutional Court, involving of high level representation of local and international institutions/organisations;
  3. Assists with the draft of project related documents, including work plans, informative factsheets, progress and final narrative and financial reports by pulling out information from other project documents and/or by conducting research and collecting relevant data;
  4. Enter and follow up requests for procurement of services or goods required for project activities through the Presence’s intranet services, and by maintaining contact with the relevant members of the Fund Administration Unit;
  5. Follows up the process of awareness raising materials prepared in the context of the Project, which aim at increasing the transparency, access to and efficiency of Court’s operations;
  6. Attends meetings with interlocutors and provides written summaries (minutes);
  7. Maintains liaison with individuals, authorities and institutions involved in the Project, including beneficiaries, implementing partners and consultants; 
  8. Provides interpretation and translation services from English into Albanian and vice-versa;
  9. Distributes, files and archives documents (including electronic documents) within the Project and the Department;
  10. Provides clerical and secretarial support as necessary;

 


Necessary Qualifications:

  • Secondary education ideally supplemented by specific studies in law, social or political science, business management, languages, administration or secretarial field.
  • At least four years of relevant previous work experience in project implementation, with demonstrated skills in basic management and coordination, budget planning and implementation, reporting, office organization and archiving;
  • Proven experience in assisting with the organization of events such as meetings, conferences or seminars involving high-level officials;
  • Experience with capacity building projects in the legal or human rights area, ideally in/with an international organization or non-profit organization;
  • Working experience as a legal practitioner and/or court personnel would be an asset;
  • Excellent oral and written communication skills, in both English and Albanian;
  • Computer literate with practical experience with Microsoft Office;
  • Ability to work with people of different nationalities, religions and cultural backgrounds as well as to integrate a gender perspective into tasks and activities;
  • Must be an Albanian resident.

 

Remuneration Package:

According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 900 EURO, subject to National Social Security deductions.
