ROSA has developed a capacity-building strategy, based on the information ascertained from surveys undertaken of staff and partners' capacities. Lack of capacity in urban sanitation programming has been identified as a key gap by both UNICEF staff and partners. This consultancy is to undertake a comprehensive review of the capacity development training programmes available globally and regionally and assess their suitability for all countries within the region as well as for specific countries.

Sanitation in South Asia has been a major concern for many years. Three countries met their MDG sanitation target (Maldives, Pakistan, and Sri Lanka) and good progress was made in three others (Bangladesh, Bhutan, and Nepal) However, much still needs to be done to achieve the SDGs both in the rural and urban sectors. UNICEFs’ support particularly in the rural sanitation sector has been instrumental in the incredible progress made in reducing open defecation during the last 5years, with over 210 million fewer people practicing Open Defecation. Yet, 230 million people were still practicing open defecation in the region in 2020 despite two countries, Nepal and India declaring themselves as Open Defecation Free (ODF) countries in 2019. While there remains a strong need to complete the unfinished business in eliminating open defecation and sustaining open defecation-free (ODF) status, there is also the urgent need to increase emphasis on safely managed sanitation, if SDGs are to be achieved within this decade.

The purpose of this consultancy is to undertake a comprehensive review of the capacity development training programmes available globally and regionally and assess their suitability for all countries within the region as well as for specific countries. Identify gaps based on training needs assessed through surveys and country consultations to develop context-specific training programmes. Coordinate between all training providers within the region to ensure consistency and avoid overlaps and conduct training events at regional and country levels as appropriate. Support and facilitate a high-level regional sanitation event. Develop knowledge generation products and disseminate widely to develop internal and external capacities.   

How can you make a difference? 

The key assignments of this task include the following:

  • Review staff capacity surveys, identify gaps and undertake additional surveys and consultations as required.
  • Review globally, regionally, and nationally available urban sanitation programmes, and assess their appropriateness and adaptability for the region as well as for specific country contexts.
  • Coordinated with training providers and facilitators in developing well-structured capacity development modules and programmes.
  • Coordinate with all agencies, organisations, and institutions to ensure the training developed is consistent limiting overlaps  
  • Establish a training programme to roll out training packages developed for staff and partners.
  • Organize, coordinate and facilitate a face-to-face, high-level regional sanitation event for all stakeholders in the sector.
  • Ensure capacity-building programmes and events within the region are well coordinated and spaced out to ensure optimum effectiveness.
  • Develop and disseminate knowledge management products and capacity development reports on programmes and events conducted.
  • Provided summary report of activities undertaken and capacity development achievements during the period.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in a relevant field such as environmental sciences, public health/sanitation/ environmental engineering, or a field relevant to international WASH programming.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • A minimum of ten years of solid professional WASH sector or water resources management experiences in the UN or other international organisation, government, or the private sector.
  • Field experience in developing countries, and experience in South Asian countries is an advantage.
  • Experience working on WASH capacity analysis and development and a solid understanding of safely managed sanitation.
  • Solid knowledge of tools and methods for capacity assessment and data/statistical analysis -Documented experience of research and analysis related to the WASH sector.
  • Experience in the design and implementation of urban sanitation projects
  • Proven skills in analysis, synthesis, and ability to communicate complex issues clearly and succinctly both orally and in writing
  • Strong communication skills (written and oral) in English are required.
  • Excellent interpersonal skills and demonstrated experience working in a multicultural environment.
  • Familiarity with UNICEF WASH programmes and sector systems strengthening.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Duration: 150 days from the start of the contract and is office based. 

Consultants and Individual contractors are responsible for paying any taxes derived from the earnings received from UNICEF.

Application to include an all-inclusive financial proposal that will detail daily/monthly rate (in USD) to undertake the terms of reference. 

Payment of professional fees will be based on the submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
