BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. We are seeking to fill a consultancy position of Field Coordinator for Impact Evaluation at CST level, based in Bamako, Mali.

 

The Field Coordinator for Impact Evaluation - will manage the Assessments strand of the RAM portfolio and will report to the Head of RAM Unit with the technical support of OEV.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

In collaboration with the team the successful candidate will be responsible for the following key duties:

 

•            Liaise between research team members, government officials, local partners and other locally hired field staff to promote understanding and support of impact assessment.

•            Contribute to the development and implementation of field protocols and procedures and survey instruments, including field protocol, data quality protocol, recruitment of field staff, protocol for piloting survey instruments and production of progress reports on impact assessment.

•            Organize training sessions with program partners.

•            Coordinate data collection activities and compile data as required (e.g., administrative data, community surveys, interviews, etc.)

•            Oversee the implementation of data collection and capture activities (including assisting in training field staff and data entry, conducting random checks of activities, ensuring that data quality protocols are followed, etc.)

•            Ensure that interventions are carried out as planned. This may include ensuring that computer systems for inspections are installed, inspection forms and checklists are properly used, tablets are prepared and available, and other similar tasks.

•            Closely monitor the implementation of interventions to be evaluated to ensure that the targeting strategy is not compromised, identify opportunities for intermediate and qualitative data collection, and plan the first collection and entry of monitoring data. Send weekly implementation progress reports to the research team.

•            Perform data cleansing and support the team in data analysis. This includes reviewing data files and cleaning data to ensure that all observations are uniquely identified and that the data collected is consistent internally; Perform a merge between the data files to ensure clean merges.

•            Support capacity building in the country by helping to train local staff and stakeholder partners in impact assessment methodology, data collection, etc.

•            Support the dissemination of the methodology and results of the impact assessment.

•            Ensure interoperability between data from the ODK system and the RSU platform by defining the necessary data formats.

•            Consolidate the forms formats and merge the different data for import into the RSU platform.

•            Work with the RSU technical team to ensure the transfer of data collected by WFP in municipalities to the RSU platform.

•            Work with the RSU technical team on processing, data analysis to develop the vulnerability profile of each household and propose a list of vulnerable households to attend.

•            Support the RSU to develop additional data processing modules in the RSU platform as required.

•            Perform other related roles, upon request.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Political Science, Sociology, Economics, Food Security, Agriculture, Nutrition, Rural Development, Statistics, Social Sciences or other related fields obtained from a reputable Institution; or First University Degree with additional years of related work experience and/or training/courses.

 

Experience:

 

 

  • At least 6 years of progressively responsible professional experience
  • Experience in food security, vulnerability analysis or a closely related field, such as food safety information management systems.
  • Experience in information management, monitoring and evaluation with experience and interest in the analysis of socio-economic and political issues.
  • Experience with statistical analysis and mapping software (i.e. R, Stata, SPSS,)
  • Previous experience with:

o    Design of original data collection protocols and long multi-subject survey instruments.  

o    Collection of survey data by panel.

o    Management of paper and/or electronic data collection.

o    electronic data collection software (e.g., SurveyCTO).

o    Geospatial data collection.

o    Randomized impact evaluations.

Experience working in developing countries

Language

  • Fluency in French and English languages.
