Consultant (B) – National Health Information System

Background

Following the 2010 Health information system evaluation conducted by WHO and other partners, the National Health Information System Strategic Plan 2011 – 2015 was elaborated with the following four principal objectives:

i. Achieve an effective and efficient national health information system aligned with international standards, with updated legislation and functioning based on the professionalism of health personnel, involvement of authorities, service users, and the public in general.

ii. Ensure integrated national health information that gathers information from different sources and subsystems and facilitates an informed decision-making process for policymakers, planners, health managers, clinicians, and health sector monitoring and evaluation.

iii. Ensure a coordinated national health information system with standardization of instruments and decentralization of reporting and data processing to the municipalities to improve the information's completeness, timeliness, and reliability.

iv. Ensure availability, distribution, and use of resources with information on coverage and performance for more efficient and effective management of health services at all levels.

The most recent SCORE assessment for Angola published in March 2021 showed mixed results in coverage and functionality of National Health Information System. While 68% of health-related SDGs indicators are available for monitoring, 84.6% of regular and comprehensive population health surveys conducted between 2014 and 2018 met international standards. However only 25% of children under five had complete birth registration. The causes of deaths with medical certificates reported by major hospitals by major diagnostic category (ICD-10/11) are unknown.[1] as well.

Given the current context of the health sector and the advancement of new technologies, the Ministry of Health of Angola in partnership with WHO and other partners see the need to review the current status of National Health Information System that will lead to the development of the National Health Information System Strategic Plan 2023 - 2030 to ensure a strategic orientation that contributes to the improvement of health information system and overall quality of health services in Angola.

Deliverables

The overall objective is to provide technical support to the ministry of health of Angola in the review of National Health Information System and the development of a new national health information system strategic plan for the period 2023 – 2030 that will guarantee a strategic orientation contributing to strengthening the monitoring and evaluation of health services and the national health system.

Specific Objectives

1. Review the status of the currently National Health Information System.

2. Carry out a comprehensive analysis of the health information system investments and processes:

i. System Design and Infrastructure.

ii. System maintenance and infrastructure

iii. Data Flow processes (Data Collection, Merging, Extraction, Analysis, and Reporting);

iv. Data Governance.

v. Data privacy and Security.

vi. Financing

3. Carry out a comprehensive analysis of all electronic data collection, transmission, and reporting systems, including DHIS2 ecosystem.

4. Identify a comprehensive set of strengths with the aim of promoting best practices and identifying gaps across the different pillars of the health information system and key strategic areas for improvement.

5. Identify gaps in the health information system's capacity to meet Country information needs and provide recommendations for areas to strengthen for better decision-making and consequently better response to pandemics and other health events.

6. Use the results of the analyses to build consensus and stakeholder participation in the NHIS, including the mobilization of resources for NHIS in key areas of health system strengthening.

7. Determine the objectives and strategic directions and expected results of the NHISSP 2023 – 2030.

8. Define the priority areas for the period 2023-2030.

9. Define the vision, values, and guiding principles that will be promoted in the new SP/NIS 2023 - 2027.

10. Identify interventions to achieve the outcomes of the 2023 - 2030 strategic plan.

11. Develop a costed action plan to address the identified gaps, including the identification of responsible parties and timelines for improvements.

Describe the implementation, monitoring and evaluation, and financing mechanisms of the 2023 - 2030 strategic plan.

Qualifications, experience, skills and languages

Educational Qualifications

At least a university level (Master II or higher) in Health information systems, public health, Biostatistics, Statistics, Epidemiology, or related qualification.

Experience

At least seven years of practical experience in coordinating/ managing intervention to strengthening health information systems.

Monitoring and evaluation, health informatics (including health information strategy and policy)

Skills/Knowledge

Proven skills in producing and using strategic health information, particularly in health data and statistics and data analysis, including health sector monitoring and evaluation.

Experience in policy formulation and quality management, strategic and policy planning, and consultation facilitation.

Languages and level required

Expert knowledge of Portuguese

Working knowledge of English or French
