Background

Cambodia is highly vulnerable to climate change (CC). Rising temperatures are expected to reduce productivity in agriculture, fisheries and forests and to reduce labor productivity across most sectors. Changing rainfall patterns will lead to increased flooding, drought and storms which will also reduce resource productivity, especially in agriculture and fisheries, and increase damage from extreme events, affecting roads, water supply and other infrastructure. Rising sea levels will cause flooding and storm damage in coastal areas, affecting urban areas and natural resources.

 

A recent report on Addressing Climate Change Impacts on Economic Growth in Cambodia (MEF, NCSD, May 2018) shows that “Without climate change, CEGIM projects that real GDP will grow at an average of 6.9% per year from 2017 to 2050. Climate change reduces average GDP growth to 6.6% and absolute GDP by 0.4% in 2020, 2.5% in 2030 and 9.8% in 2050”.

 

Since 2012, the Cambodia Climate Change Alliance has been working to generate knowledge and understanding of how to integrate a response to climate change within the budget process in Cambodia, in partnership with the Ministry of Economy and Finance (MEF), the Council for the Development of Cambodia (CDC/CRDB) and the National Council for Sustainable Development (NCSD).

This includes engagement with key line ministries to incorporate climate change impacts in the cost-benefit analysis of selected investments projects, and to use the evidence in project design, costing and in the budget negotiation process.

Duties and Responsibilities

The main objective of this assignment is to improve the efficiency and effectiveness of climate public expenditure under MPWT and to support the mobilization of corresponding resources through strengthening the capacity of technical staff to mainstream climate change into planning and budget.

The specific objectives include strengthening capacities and skills of MPWT to:

  • Support MPWT to design and present one case of a climate-proofed to MEF;
  • For this case, update project design and costing practices/standards to incorporate the impacts of climate change, as needed;
  • Participate as resource person in a training for MPWT staff.

For this assignment, CCCA is seeking a national consultant with experiences in public works infrastructure planning and budgeting, and cost-benefit analysis for climate change related projects to provide support and develop capacity for MPWT to undertake the activities mentioned above. Particularly, the national consultant will provide supports in terms of (1) Data collection related to costs and benefits of the selected planned investment in the context of climate change, (2) development of the case study, and (3) Provision of training to ministry staff. More specifically, the national consultant will be responsible for the following tasks:

 

Liaising with MPWT and CCCA to collect relevant data and update the methodology as needed to conduct cost-benefit analysis of one selected road and present the case to MEF

 

  • Support MPWT Department of Road Infrastructure to identify one climate vulnerable road for case study;
  • Together with CCCA and MPWT staff, identify relevant climate and infrastructure data and other information needed to climate-proof the design of the road;
  • Facilitate communication with the designated MEF focal point(s) on the format and contents of the budget submission expected by MEF, and facilitate agreement with MPWT on the appropriate format;
  • Design the methodology/format accordingly, and develop climate-proofed guideline for national and provincial road construction and maintenance.

 

Supporting development of the case study

 

  • Support MPWT to conduct the actual analysis. MPWT will take the lead on engineering/design aspects and bill of quantities, while the consultant will be responsible for CBA and format of the submission to MEF;
  • Support advocacy with MEF as required, including one field trip to the selected road with MEF focal points.

 

Delivering capacity development support on climate-responsive budgeting for roads to MPWT

 

  • Support MPWT staff to design a workshop for their national and key sub-national staff, presenting the methodology and lessons learnt from the case study (possibility to design it as a training of trainers so that they can replicate the training at sub-national level);
  • Act as a resource person for the delivery of the training;

Required Skills and Experience

Education:

  • Master’s degree in economics, rural infrastructure, public works, water governance or closely related subjects.

 

Years of experience:

 

  • Minimum 5 years of experience in economics, planning and budgeting including in the public works or rural development sectors;
  • An experience related to climate change finance would be an advantage;
  • Familiarity with government planning systems and institutional roles;
  • Ability to work as a team with strong communication skills;

 

Language:

 

  • Fluency in spoken and written English and Khmer required
