Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to entities across the Secretariat, including departments, offices away from headquarters, peace operations, regional commissions and tribunals.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel.

The Programme Management and Business Analytics Section (PMBAS) is the project management office overseeing change management and process improvement within HRSD as well as providing project management support and quality assurance. It supports the performance framework with a focus on developing systems for monitoring and evaluation (such as dashboards and business intelligence tools) and benefits realization plans. PMBAS is
also responsible for responding to oversight bodies as the Division focal point for audit, risk management, work planning, and training and capacity building programs, performing these functions in cooperation with others in DOS and DMSPC.

This section is responsible for enabling the performance of the Division’s business operations and continuous improvement projects through strategic planning, project management support, data and analytics, providing access to learning and development opportunities, and coordination with key stakeholders, including oversight bodies, on audit, risk management, and internal control activities related to human resources management in the United Nations Secretariat.

This position is in the Programme Management and Business Analytics Section (PMBAS) in the Human Resources Services Division (HRSD) of the Department of Operational Support (DOS). The incumbent reports to the Section Chief.

Responsibilities

Within delegated authority, the Data Scientist will be responsible for the following duties related to the measurement of racial discrimination in all stages of the pre-recruitment, recruitment and rostering processes in support of implementing the Strategic Action Plan on Addressing Racism and Promoting Dignity for All at the United Nations Secretariat:

• Studies, explores, and evaluates new and existing data sources to determine their effectiveness and accuracy for use in decision-making, and assess their suitability for actionable output. Provide evidence-based recommendations to business stakeholders.
• Designs and builds predictive data science products, such as visualizations, models or artificial intelligence / machine learning (AI/ML) algorithms for initial simulations or prototypes and subsequent ingestion into mainstream software applications.
• Liaises with technology stakeholders to access infrastructure, software and services needed to develop and deploy data science products.
• Promotes use of data science solutions by showcasing the products to business stakeholders; Plan the dissemination of data products to key stakeholders, raise awareness of available data products.
• Develops products, tools and processes to periodically validate the effectiveness of data science products and their expected and observed benefits. Assesses impact using key performance indicators; Iteratively improve products based on findings.
• Engages in complex research and analyses to develop data products; uses internal and publicly available data and information.
• Contributes to short- and long-term planning of the organization and assists in identifying threats and opportunities to the successful implementation of the anti-racism strategic action plan recommendations pertaining to the recruitment and rostering processes.
• Coordinate with different functional teams, in particular the Human Resources Staffing Service to implement models and monitor outcomes.
• Develop processes and tools to monitor and analyze model performance and data accuracy.

Education

An advanced university degree (Master’s degree or equivalent degree) in data science, computer science, information management, statistics, public administration, public information, management or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible, relevant experience in data science, data analytics, applied mathematics, information management or related area is required.

Experience using data analysis tools such as Jupyter, Matlab, Knime, SPSS, SAS, or similar Statistical Programming Languages such as R, Python, Javascript or related is required.

Experience designing dimensions and measures that support key performance indicators and analyzing data related to diversity and inclusion and related projects in organizations is required.

Experience in leading the statistical work for a project focused on the demographic analysis of a social phenomenon and its root causes, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
