Program & Consultancy Overview: Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO) which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE hosts and manages the CORE website and a learning platform. CORE is funded by the U.S. Department of State, Bureau of Population, Refugees, and Migration.

The Digital Marketing Consultant will report to CORE’s Senior Digital Communication Officer and work in coordination with other CORE staff in support of CORE’s digital assets and platforms for newcomers in the United States: Settle In (website, app, and social media).

CORE launched its first refugee-facing digital platform in 2017 with the CORE Resettlement Navigator website. The aim of this website was to provide refugees who have been accepted into the United States Refugee Admissions Program (USRAP) with clear and vital U.S. resettlement and Cultural Orientation (CO) information. Since the first website launch, CORE has continued to expand our refugee-facing resources by adding additional languages, topics, and platforms. Newcomers to the United States can now access information in more than 10 languages through a website, mobile app, and Facebook page.

In 2022, CORE merged all newcomer-facing products under the Settle In brand to increase consistency and trust in our resources. Through requested feedback and user testing, we found that our users and resettlement staff were confused by our multiple website names (CORE Resettlement Navigator, Settle In, CORE), and struggled to understand what they could find on each platform. A recent analysis of our website concluded that most of the users of our website were resettlement staff, not newcomers. When the rebranding was completed, the website also underwent a redesign to reflect best practices for users with lower literacy levels and varying digital skills.

CORE needs a digital marketing consultant that can help get our useful resources to the people who need them most: Refugees, Special Immigrant Visa Holders, Afghan Parolees, and other newcomers to the United States. CORE is looking for a consultant with deep expertise in digital marketing, social media, content curation, digital listening, strategy, and reporting to help us increase the reach of Settle In resources and engagement with our core audiences.

Major Responsibilities and Deliverables:

Analyze the internal and external Landscape:

  • External competitor and market landscape: Research the current providers of digital-facing and information-based services for refugees and identify:

o   Who they are targeting, their content, and what is currently working for them?

o   How are they positioned relative to Settle In?

o   Is there a need in the resettlement information market that is not being filled?

·         Internal analysis of our current digital footprint, including:

o   What are our strengths, weaknesses, and opportunities in the market? This will include analysis of our websites, social media platforms, search engine performance, ad results, and user feedback.

o   Considerations for platforms operating in multiple languages

Analyze our target audience:

Our core audience is new arrivals to America from high resettlement countries who need information about life in the United States both prior to coming to the United States and once they arrive. More specifically, we anticipate the following groups to represent major groups arriving: Afghans, Congolese, Syrians, Iraqis

  • Provide an overview of our core audience’s digital footprint and online behavior, including:

o   how they search for information, where they spend their time, what sources they trust

o   what languages they speak and use online

  • Forecast audience potential for our digital platforms based on research and projected resettlement numbers.

Provide recommendations for our social media strategy and implementation.

  • Produce a final report and digital growth strategy recommendations that can serve as a roadmap for CORE staff to implement. This would include:

o   A list of current high-value sources of information by audience.

o   A list of CORE platform improvements to increase the reach of our platforms with our intended audience.

o   Growth recommendations for expansion to other digital platforms based on audience digital footprint (Instagram, YouTube, WhatsApp, etc)

o   Digital marketing strategy for recommended ad channels (Google, Meta), types of ads, languages/populations to target, and the forecasted budget required to meet our goals (increased brand awareness, increased reach to our target audience, increase engagement with our platforms)

o   Recommended KPIs to measure the success of our strategy

Experience Requirements:

  • 3+ years of experience with marketing communications and digital marketing, social media, content curation, digital listening, strategy, and reporting in a professional work environment
  • Experience executing verbal, visual, and written communications efforts to present ideas and recommendations to clients in a clear and concise manner
  • Experience reaching and marketing to immigrants and other populations in languages besides English
  • Experience developing, implementing, and monitoring a business’ paid and organic online marketing strategies.
  • Understanding of the latest online marketing trends, tools, and best practices. A strong understanding of programmatic video and display advertising
  • Experience applying metrics (i.e. Google Analytics) to the measurement of a successful marketing program
  • Experience working directly with clients for review and approvals in balance with shifting priorities and communications needs
  • Ability to identify yourself as a self-starter and work independently. Ability to work on multiple projects at once, manage time and tasks efficiently, and communicate availability and status to project leads proactively
