Your team

Within the Network Management Directorate , the EUROCONTROL Aviation Learning Centre (ALC) in Luxembourg supports European aviation by providing a unique and best-in-class learning experience aimed at aviation professionals. We provide a wide range of online and in-person courses, tools and services. Our aim is to add value to our stakeholders in the  EUROCONTROL Member States and beyond, with a constantly expanding learning portfolio delivered across multiple learning channels.

Your role

Your role will be to:

  • Lead and manage the service provision of EUROCONTROL’s Aviation Learning Centre (ALC) through the NM Training Division (NMD/TRG) and associated teams while promoting a services-oriented and collaborative approach.
  • Be responsible to the Director NM for:
  • delivering the agreed EUROCONTROL ALC strategy, including the Digital Transformation of the ALC services;
  • managing the provision of learning services in support of the network and the implementation of the EU legislation;
  • adapting the training portfolio to the requirements of the network and its oversight.
  • Apply the user-pays principle in accordance with applicable policies to all eligible EUROCONTROL ALC services contributing to the reduction of the cost base.
  • Develop and maintain excellent and effective relations with stakeholders and represent the Agency in internal/external high level groups.

As the EUROCONTROL ALC Site Manager:

  • Monitor the overall site performance and promote local mitigation actions as needed.
  • Manage local risks and crises through the local Risk Management and Crisis Committees.
  • Oversee applicable corporate policies and processes (e.g. on-site security, safety at work, environment, HR, social dialogue, finance, etc.).
  • Oversee the compliance with legal obligations vis-à-vis national authorities
  • Represent the Director General vis-à-vis local authorities and Protocol.

You may be asked to carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant domain (e.g. Master degree in Business Administration, Business Management).
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 18 years’ relevant experience, including 15 years in management or strategic activities.
  • Experience in a management position within aviation training.
  • Experience in developing learning programmes would be an asset.
  • Experience at senior management level.
  • Experience in risk and crisis management.
  • Experience in defining marketing and business development strategies.
  • Understanding of aviation stakeholders.
  • Stakeholder Management skills.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to acquire at least an independent knowledge of French (level B1) before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).

Useful information

  • Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
  • Internal candidates
    • If selected, the person will keep their current type of appointment duration (undetermined or determined).
    • The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years.
    • This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
