Building off extensive experience and established relationships supporting country-level Covid-19 response, CHAI and the African Society for Laboratory Medicine (ASLM) have established the CHAI-ASLM COVID-19 Consortium to implement an effective and efficient project. This consortium, with CHAI serving as the formal bidder and grant manager, will engage on interventions 1 & 3 (1a. Strengthen diagnostic governance and leadership at the national level, 1b. Scale-up testing in areas without community testing & 3. Advocate for and pilot WWBS):

  • The Intervention-Specific Strategy 1a: Strengthen diagnostic governance and leadership at the national level with learnings over the previous ~2 years’ experience engaging national governments on the C VI -19 response and >15 years’ experience introducing new technologies and strategies country partners are well positioned to leverage learnings to engage governments.
    • Advocacy may be conducted by establishing TWG meetings, sharing information from other country policies, and conducting cost-benefit analyses as needed to ensure adoption of more comprehensive testing strategies. Priorities may include introduction of an antigen testing strategy guidance and algorithm – leveraging the Africa CDC guidance, advocating for task-shifting, and socializing the MOH and TWG to the benefits of decentralized and community-based testing.
  • Intervention 1b: Scale-up testing in areas without community testing: The overall strategic approach to intervention 1b is largely dependent on country priorities, though key strategies have been leveraged in other countries’ C VI responses and will be considered here. 


Position


CHAI is looking for a Program Manager, Stellar Project, to support the Ministry of Health of Cote d’Ivoire to provide full-time on the ground technical support in to increase testing coverage in areas with insufficient community testing for over eighteen (18) months on the Global Fund Project Stellar.


The priorities will include engaging relevant country stakeholders, conducting a needs assessment, and developing a detailed workplan to guide implementation work areas. The Program Manager must be conversant with the Cote d’Ivoire health context, have established relationships in the Government, be resident in Cote d’Ivoire and be willing to travel within the regions/provinces as required.

The Program Manager will report to CHAI’s Country Manager. They will supervise the project team, coordinate the programmatic work, and ensure that it complements existing CHAI work.

 

We are seeking a highly motivated individual with outstanding credentials, excellent relationship building and communication skills, and strong understanding of laboratory systems.

Responsibilities

The Program Manager will provide technical assistance to the MoH and TWGs on a subset of the below activities, as identified and prioritized by the MOH:

  • Needs assessment development:
    • Review country-specific documents and reports to develop a perspective of the Country's COVID-19 diagnostic landscape, weaknesses, and opportunities
    • Assess existing systemic and individual capacities for COVID-19 diagnostic management
  • Site activations for broad expansion of antigen testing into all regions and decentralized to lower-level health facilities:
    • Development and deployment of site selection criteria for antigen testing expansion:
    • Support site identification and activation for testing scale-up and upscale implementation
    • Support the activities of testing facilities on COVID-19 and other diseases of interest per the Global Fund Project framework
    • Support and participate in supervisory activities at the national and site level
  • Task shifting to lower-level cadres:
    • Support the development, review, enaction, and implementation of policies to guide testing by non-laboratory professionals such as Community health workers and or Lay cadres
    • Guide management team on non-laboratory personnel recruitment, engagement, training, and performance management
  • Expanding the use cases accessible to testing at the health facilities:
    • Lead continuous improvement initiatives that focus on processes, workflow, and throughput so the lab can efficiently and effectively handle growth while maintaining high-quality standards
  • Scaling up community-based testing deployment, developing strategies, and monitoring implementation:
    • Provide technical support to the MOH, TWGs, and other relevant stakeholders to properly implement project initiatives, including community-based testing, capacity building, and compliance with testing algorithms and procedures
    • Provide technical support in the delivery of high-quality testing services for COVID-19 and other priority diseases, laboratory quality assurance, data and waste management
    • Support the delivery of devices and test kits to selected testing sites
    • Develop and adherence to national testing algorithm and maintain continuous learning and updating testing strategies
  • Other responsibilities as needed
Qualifications
  • Master's degree, preferably in public health, public policy, laboratory sciences or business administration
  • 7-10 years’ professional work experience and at least 5 years’ experience working at high-level health management positions
  • Excellent oral and written communication skills in English and French are required. Communication skills include active listening, negotiation, and influence, giving and receiving critical feedback, and public speaking
  • Experience working in Global Fund grants and other donors in the health sector
  • Experience working in management consulting, business strategy groups, or similar fast-paced results-oriented environments
  • Previous experience in project management and working/advising high-level health sector managers

Required skills:

  • Demonstrated strong strategic thinking, problem-solving, and thought leadership abilities
  • Excellent experience in COVID-19 laboratory diagnosis or experience in the laboratory diagnosis of Malaria, HIV, TB, and other multi-diseases is an added advantage
  • Experience in defining and implementing Quality Management Systems
  • Excellent skills and experience in collaborative working relationships with senior-level government leadership within host-country ministries and with donor colleagues in the country
  • Advanced computer usage skills with proficiency in Microsoft® Word, Excel, PowerPoint
  • Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace
  • Results oriented performer, experienced in developing and tracking self and team with clear KPIs

Advantages:

  • Experience working with Global fund against AIDS, Tuberculosis and Malaria grants or other main donors (World Bank, USAID, BMGF, Gavi…) and provide tangible financial and technical recommendations and applicability aspects
  • Experience working in laboratories or private sector in diagnostic sector
  • Experience working with governments and international partners in country
  • Previous work experience in Cote d’Ivoire or sub-Saharan Africa
