Mission and objectives

Context

As the lead United Nations Organization for education, the United Nations Educational, Scientific and Cultural Organization (UNESCO), guides international efforts to support countries realize the Sustainable Development Goal 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. Through its network of institutes and field offices and in partnership with public and private sector organizations, UNESCO designs and implements initiatives seeking to promote peace through education, culture, sciences and communication and information. The UNESCO Office for the Pacific States promotes development opportunities and actions and mobilizes resources for sustainable development, democracy and peace in the Pacific. The Office's work in the Pacific is guided by the United Nations (UN) Cooperation Framework, UNESCO Pacific Strategy and other international and regional frameworks. Based in Palikir, Pohnpei Island, Micronesia (Federated States of) and located within the United Nations (UN) Resident Coordinator Office premises, the incumbent works full-time as part of the Education Sector team of the UNESCO Office for the Pacific States. While being based in Palikir, Pohnpei Island, the incumbent serves as the immediate member of the UNESCO project team for the implementation of the Office’s work within the Pacific Regional Education Framework (PacREF). The PacREF is a collaborative programme implemented by several international, regional and private sector/civil society organizations. At present, the Global Partnership for Education (GPE) funds it in cooperation with New Zealand and the Asian Development Bank (ADB) serves as the grant administrator. The incumbent will serve under the overall authority of the Director of the Office and under direct supervision from the Senior Project Officer who serves as the PacREF Project Manager and team leader of the PacREF team in UNESCO. The incumbent plays the role of a specialised team member and implements technical programme work within the scope of UNESCO’s role in PacREF and in accordance with the Administrative Agreement with ADB and in full consideration of the work of the UNESCO Institute for Statistics in the Pacific. S/he researches, advises and takes action to implement tasks, reports on progress, and prepares technical briefs and guidance. S/he advocates for the Office’s involvement and participation in mainstream educational activities of the UN System in the Pacific and support resource and partnership mobilization for areas of work in PacREF that remain unfunded. The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the 2030 Agenda for Sustainable Development and SAMOA Pathway in addition to UNESCO Pacific Strategy and the UN Cooperation Frameworks for Papua New Guinea and the UN Cooperation Frameworks and Joint Country Action Plans for the remaining 14 small island developing states (SIDS).

Task description

Within the delegated authority and under the supervision of the Senior Project Officer (PacREF manager and team leader in UNESCO) or his/her designated mandated representative(s), the UN Volunteer Programme Analyst – Education Policy and Curricula, will: - Undertake the research, development, organization, and dissemination of national primary to secondary level education policy, plan, curricula and syllabi across the 15 SIDS with attention to multi-sensory approach to learning and support for learning disabilities and non-cognitive skills, and generate subregional trends and recommendations for national and subregional levels keeping in view the needs for links among early childhood, primary and secondary level education and to seamlessly connect with tertiary and higher education. - Develop and manage a subregional training strategy, strategy components and outputs in coordination with other PacREF activities for early childhood and primary to secondary levels of education and the Office initiatives related to education, ensuring participatory formulation with the government ministries/departments of education of 15 SIDS and maximum reach and user uptake, including civil society organizations and public and private sector higher education institutions engaged in teacher education. - In line with the above and the PacREF implementation plan, develop with advice from the supervisor and in collaboration with PacREF team members and deliver webinar contents and contents for online and hybrid format workshops and blended capacity-building programmes for primary to secondary levels of education to a wide audience of education practitioners, leaders and providers from the government education ministries/departments and other educational institutions among civil society and private sector. - Enhance training and knowledge exchange and development of practical tools and teaching and learning material by applying the multi-sensory approach to learning using a range of tools including multimedia, and specific measures to support students with learning disabilities and non-cognitive skills, and by establishing and cultivating a subregional Community of Practice of experts and service providers. - Identify, document, and prepare good practices and case studies for dissemination with a target to have one such documentation per SIDS. - Contribute to concept and script development and other multimedia resources and training material development by the ministries/departments of education, ensuring relevance to and integration with PacREF results. - Develop feedback mechanisms to monitor and evaluate the quality of training activities and outputs under the contracts. - Ensure that the resources and outputs being developed under the PacREF project are Open Access, meet the requirements of open learning and are made available to wider communities through all possible platforms and for a and at a minimum through the learning management platforms and lifelong learning lab(s) that UNESCO has helped set up in the Pacific subregion. - Ensure UNESCO branding and Open Access copyright guidelines are closely followed in all training, communication and electronic and print resources and outputs. - Contribute to the UN outcome/thematic groups and national and regional education sector groups. - Participate in PacREF Implementing Agencies group (called IA-Fono) and national-fono meetings, M&E and learning workshops, etc. and contribute to joint tasks or take lead as agreed with the supervisor. - Ensure technical and operational oversight of the implementation of UNESCO activities under PacREF at the country-level across the 15 SIDS, including the multi-sensory approach to learning and integration of non-cognitive skills in curricula in accordance with the annual work plan of the project and personal performance plan aligned to UNESCO’s performance management cycle and drawn from the project work plan. - Provide project progress reports, technical papers and updates, briefing and discussion papers, and research papers based on UNESCO’s work in the PacREF in general, and supports data and information for the UN Cooperation Frameworks and Joint Country Action Plan reporting. - Write concept notes and proposals for resource mobilization based on opportunities and as needed and following the Office procedures. - Contribute to Office-wide systems, processes and activities and closely coordinate work with the UNESCO Institute of Statistics in coordination with the supervisor. - Support the supervisor in the management of contractual obligations to ADB, GPE and others. - Manage assigned contracts and partnerships of the PacREF project and related partnerships and supports new partnership development. - Any other tasks as assigned by the supervisor, Education Programme Specialist and the Director of the Office which collectively remains at not more than ten per cent of the overall work hours.
