The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. HCNM was established to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. The Director supports the High Commissioner as an instrument of conflict prevention at the earliest possible stage by overseeing the work of the High Commissioner's office. 


Tasks and Responsibilities:

Reporting to the High Commissioner, the Director's chief duties include:

 

  1. Overseeing the work of the office to ensure consistency in all aspects of the HCNM mandate;
  2. Directing the thematic and cross-sectional work of the HCNM;
  3. Co-ordinating the provision of advice to the High Commissioner in co-operation with the heads-of-section and political/legal advisers;
  4. Managing office timelines and planning proactively the activities of the office;
  5. Managing HCNM's staff in accordance with the OSCE's Staff Regulations and Rules;
  6. Managing the implementation of programs in compliance with the OSCE strategic planning mechanisms and the OSCE Regulatory Management System;
  7. Exercising overall responsibility for project implementation and extra-budgetary fundraising;
  8. Acting as the alternate to the High Commissioner in respect to the function of Fund Manager;
  9. Maintaining contact with participating States and senior management of the OSCE secretariat and other OSCE institutions and field operations to ensure co-ordination and consistency;
  10. Maintaining contact with other relevant international organizations to ensure exchange of information and synergies, as appropriate.

Necessary Qualifications:

  • A second-level university degree in international relations, international law, political science, public administration or another related field;
  • A minimum of 15 years of progressively responsible professional experience in government, international organizations, or academia that includes work on minorities or conflict prevention, of which seven years in an international environment;
  • Proven experience and skills in management of a relevant sized organization with a diverse and multinational staff;
  • Strong interpersonal skills; the ability to communicate clearly and concisely both orally and in writing; ability to build and maintain teams in an institutional context and to establish and maintain effective working relationships with people of diverse national and cultural backgrounds, while remaining impartial and objective;
  • Ability to make decisions in complex contexts and to delegate; able and willing to mediate staff disagreements; strong planning and supervisory skills;
  • Ability to apply and encourage in others a gender mainstreaming perspective to management and thematic work;
  • Highly developed abilities in exercising impartiality, tact, diplomacy, and good judgement with respect to political and professional matters;
  • Excellent communications skills in English, including excellent drafting skills;
  • Computer literacy, with the ability to adapt to new software and other technical developments.

 

Remuneration Package:

Monthly remuneration amounts to approximately EUR 11,900 per month depending on post adjustment and family status. OSCE salaries are exempt from taxation in the Netherlands. 

 

Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
