Organizational Setting

The Food and Agriculture Organization (FAO) and International Telecommunication Union (ITU) have joined forces to sustainably address the digital transformation of agriculture in the Europe Region. As an integral part of this cooperation, FAO and ITU aim at developing a guidebook entitled “Getting Prepared to Meet EU Expectations on the Digitalization of Agriculture: A Guideline for Pre-accession Countries”. FAO and ITU have started developing this guidebook, which aims to offer a set of recommendations in the field of digital agriculture for the EU pre-accession countries – namely, Albania, Georgia, Montenegro, North Macedonia, Serbia, Turkey, and Ukraine.


Reporting Lines

Under the overall guidance of the Digital Agriculture Team Leader at the FAO Regional Office for Europe and Central Asia and the Head of the ITU Office for Europe, the consultant will perform the following duties building upon an existing analytical compilation of the main requirements and EU expectations regarding digitalization targeting Albania, Montenegro, North Macedonia, Serbia, and Turkey developed by ITU and following the established outline.


Technical Focus

The consultant will work in the following technical areas:
- EU pre-accession requirements and funding mechanisms focusing on rural development and agriculture (IPARD, Green Agenda for the Western Balkans, etc)
- EU agricultural policies (CAP and any other relevant policy)
- EU digitization policies of the agricultural sector and related policies (EU Digital Strategy, European Data Strategy and related)


Tasks and responsibilities

• Review, update and develop the existing analytical compilation of EU requirements for digitalization in agriculture for the purpose of incorporating it into the guidebook;
• Conduct desktop research, liaise with stakeholders, and gather information from EU pre-accession countries, especially Georgia and Ukraine, to update and complete the analytical compilation;
• In line with the established outline, conduct additional desktop research on relevant EU legislations, communications, and guidelines to be included in the guidebook, liaising with DG AGRI and DG CONNECT and other stakeholders as necessary;
• Develop further the guidelines to support pre-accession countries to adhere to EU obligatory standards and requirements in the field of digital agriculture, including identification of financing mechanisms and assistance that may be leveraged;
• Submit the draft version of the guidebook entitled “Getting Prepared to Meet EU Expectations on Digitalization: A Guideline for Pre-accession Countries”, to ITU and FAO for assessment and feedback;
• Submit the final version of the guidebook incorporating all necessary changes;
• Based on the final version of the guidelines elaborate a set of slides in the FAO and ITU template;
• Hold regular progress report meetings throughout the drafting process with ITU and FAO to coordinate any challenges that might occur.
• Coordinate with regional stakeholders as relevant and need be upon consultation and agreement with FAO and ITU.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in telecommunication, computer science, information technology, public administration, law, political science or relevant field such as engineering, agriculture etc., OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.
• At least 5 years of relevant experience in the following:
- EU pre-accession requirements and funding mechanisms focusing on rural development and agriculture (IPARD, Green Agenda for the Western Balkans, etc)
- EU agricultural policies (CAP and any other relevant policy)
- EU digitization policies of the agricultural sector and related policies (EU Digital Strategy, European Data Strategy and related)
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. For PSA, working knowledge of English is required.
