Org. Setting and Reporting

This position is located within the Payroll and Payments Unit in Bangkok, as part of the Finance Section, Financial Resources Management Service, Division of Administration, at United Nations Office at Geneva. The Finance Assistant will report to the Chief of Unit.

Responsibilities

• Reviews and approves payments to governments and vendors, for goods and services prepared by other Finance Assistants;
• Within delegated authority, approves travel claims in conformity with approved travel authorization, ensuring compliance with relevant rules and instructions, and proper documentation and certification;
• Verifies and approve off-cycle and correction payroll;
• Reconciles payroll and payments related to general ledger and vendor accounts;
• Investigates erroneous or invalid entries and takes appropriate corrective accounting actions;
• Audits various accounting transactions, e.g.: payroll, education grant, final payments, income tax returns, travel claims, etc.. to ensure correctness of disbursement computations and adherence to relevant staff rules, financial regulations, ST/AI issuances or practices;
• Reviews and processes requests to create “other” (non-vendor, non-staff) business partners in the Umoja system, checking the accuracy and completeness of submissions and preventing duplication of existing records;
• Peer review draft business partner entries created by colleagues;
• Supports other Umoja masterdata tasks as required;
• Drafts or prepares memoranda and responds to queries by staff members, internal and external auditors and from their counterparts from UN client offices;
• Provides guidance and training (including the preparation of training materials) to staff with respect to transaction processing and the use of various systems such as UMOJA (SAP) and iNeed (Siebel);
• Supervises other general service staff;
• Performs other related duties, as assigned by the supervisor.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Certificate, coursework or training in accounting, finance or directly related fields is desirable.

Work Experience

At least seven (7) years of experience in finance, accounting or related area is required.

Three (3) years of relevant experience within the United Nations Common System is desirable.

Experience working with United Nations Financial Rules and Regulations is desirable.

Experience working with United Nations Staff Rules is desirable.

Experience in processing verifying or reconciling accounts related to salary, in payroll or in accounts
payable is desirable.

Experience in payroll or finance modules of ERP systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Appointment or assignment against this position is for an initial period of one year.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
