Request for Proposal: Business Development Consultant

Background 

Last Mile Health works to save lives in the world’s most remote communities, partnering with governments in Africa to strengthen community health systems, train and grow the community health workforce, and deliver effective community-based primary care. Last Mile Health is a registered 501(c)3 non-profit organization with offices in Ethiopia, Ghana, Liberia, Malawi, Sierra Leone, and the United States.

We are exploring revenue diversification with public sector donors and are seeking a consultant to conduct landscaping, pipelining activities, and positioning. 

Project Details

Last Mile Health seeks a short-term business development consultant to  assess LMH’s competitive readiness to pursue, secure, and manage public sector funding, and present recommendations to strengthen LMH’s capacity to win bilateral and multilateral awards, with an initial focus on USAID. 

This is a remote engagement with a duration of 3 months, from November 2022 through January 2023. The consultant will report directly to Last Mile Health’s Managing Director of Development and collaborate with members of the Program Strategy and Performance, Executive, and Country Program teams.

Scope of work

The business development consultant will develop the following deliverables:

  • Deliverable 1: Market Assessment 

Produce a matrix of future funding opportunities in Last Mile Health’s countries of operation and key contextual data points, including funding opportunity background, to orient LMH leadership & country teams to potential revenue opportunities. Provide recommendations for how to institutionalize such market assessments into the workflow of the Partnerships & Communications team. If possible, share tools & parameters for opportunity vetting.

  • Deliverable 2: Competitive Landscape Assessment 

Produce a matrix of likely competitors & prime recipients for these funding opportunities and provide recommendations for engagement.

  • Deliverable 3: Internal Competency Assessment 

Complete an assessment of LMH capabilities to pursue & manage public sector funding streams and make recommendations for capacity building (eg, business development competencies, finance & award management competencies, program design & grants management competencies, technical competencies). Define internal policies & controls that would need to be refined for compliance (eg., any software systems that need to be in place). Recommend Last Mile Health value proposition and win themes based on Competitive Landscape Assessment

  • Deliverable 4: Presentation of details related to other INGOs re: roles & responsibilities for public sector business development and grants management

Provide at least two examples of other organizations’ departmental roles & responsibilities for pre-award pursuit and post-award management and program implementation activities. Provide examples of how organizations of similar size have structured departmental roles & responsibilities to better pursue and manage public sector financing from the US Government. 

Requirements

  • An ideal candidate will have demonstrated success in public sector business development, preferably in global health and development. 
  • Experience securing USAID cooperative agreements preferred. 
  • Experience with building out public sector revenue streams within organizations that have traditionally relied on philanthropy and major gifts preferred.
