Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

The positions are under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Emergency Programme Coordination Consultant.


Technical Focus

The Project Senior Supports will be responsible for providing support to Cash for Work and Cash Based Interventions programmes and projects in Somalia. They will liaise closely with programme and project teams to ensure that thematic, programme and project implementation is carried out in line with FAO’s corporate goals and strategic focus, as well as with FAO Somalia’s internally agreed quality standards and providing day to day administrative support needed for the delivery of the Emergency Programme in Somalia.


Tasks and Responsibilities

• Support the programme implementation and monitoring of Cash for Work and Unconditional Cash Transfer activities in Somalia.
• Closely supervise the work of implementing partners on the ground while ensuring that project activities are running smoothly and in line with FAOs Risk Management Framework and targeting criteria including gender, protection, nutrition, social and environmental safeguards are adhered to and ensure timely implementation and accomplishment of the planned Cash-for-Work/Unconditional Cash Transfer project activities.
• Review all reports on Cash-for-Work/Unconditional Cash Transfer activities submitted by the partners against the LOA targets and liaise with them to ensure proper utilization of project funds and initiate beneficiary and IP payments based on the Cash for Work/unconditional Cash Transfer activities undertaken in the field.
• Receive and manage inception files, liaise with IPs and relevant colleagues from Information Management Unit (IMU), Finance Unit and other Units as applicable.
• Compile all relevant and required documents from the field and liaise with the Finance unit by preparing Disbursement authorization (DA) payment requests for processing instalments of beneficiaries’ monthly payments, Service Providers’ fees, as well as the closure of the LoAs.
• Participate in consultation workshops and field missions to review progress, learn from challenges, and recommend improvements.
• Assess the quality of beneficiary registration data as submitted by Partners to ensure its meets FAO requirements.
• Support capacity building efforts for the IPs by supporting training activities and providing regular feedback and support throughout the duration of the LoA to support the improvement of the quality of beneficiary information captured during registration and reports submitted.
• Ensure effective communication among field staff and facilitate proper/effective coordination of all the Cash for Work/Unconditional Cash Transfer activities with the Team Leader.
• Track delivery and implementation challenges or constraints and reporting them in a timely manner and ensure timely and effective corrective action.
• Assist in the preparation and follow up on programme actions necessary for the timely implementation of Cash for Work/Unconditional Cash Transfer projects.
• Liaise with FAO call center unit to confirm beneficiary receipt of their monthly cash assistance and seeking for compliance clearance to release subsequent monthly transfer upon satisfactory CC results.
• Support the Emergency Coordinator by ensuring that filing, scanning, and routing of relevant documents take place in a timely manner.
• Support the CFW team with administrative duties including printing and filing of LoAs, taking of minutes, filing and records management of liquidations & financials.
• Perform any other duties and activities upon instructions by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in one of the following fields: business administration or project management or other relevant discipline.
• At least 3 years of relevant experience in operations, project, and administration.
• Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
• Nationality of Somalia.
