Job Summary

The Procurement Officer (P O) works as part of the Myanmar Program to provide logistics support services and ensure IRC and donor compliance in the procurement of goods and services for IRC. In addition to main procurement duties, the PO takes primary responsibility within the Supply Chain team for weekly PR tracking reports and procurement functions.

Under the supervision of the Sr. Supply Chain Officer will be responsible for the following:

  • Responsible for all local procurement including drugs and commodities in line with IRC’s Standard Operating Procedures
  • Ensure the pharmaceutical product is ordered from the IRC validated vendors and/or donor-recommended suppliers.
  • Maintain office procurement systems including filing and tracking of all documentation and the updating of Bva System.
  • Update procurement plan and order tracking regularly and proactively communicate to the programs the progress or delay of the PRs
  • Timely procurement of goods, services, and works requested by program and support staff in Yangon.
  • Ensure delivery of an effective procurement system for IRC to meet strategic and program objectives
  • Responsible for Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers.          
  • Ensure implementation of efficient procurement procedures in compliance with IRC policies, rules, regulations, and global standards
  • Contribute to market surveys in key procurement categories and explore new potential vendors to ensure that IRC is receiving the best value for money
  • Fluent facilitation of procurement and logistics systems and needs for all staff.
  • Ensure the development, updating, and socialization of an effective contingency plan to cope with an emergency situation.
  • Assist on emergency local and international procurement of Medicine & equipment process to Supervisor.
  • Remain flexible to perform other duties as required or requested.
