TheDivision of Country Support,Emergency Preparedness and Response (CSE) supports the developmentand delivery of WHO's strategic engagement portfolio in Member States with andwithout country offices. It aims to maximize WHO's impact in countries byhelping them realize their health and development ambitions and strategies inline with the European Programme of Work (EPW) and the Sustainable DevelopmentGoals (SDG). CSE recognizes that each country is different and needs tailoredcollaboration. The Division works by bringing people and units togetheracross WHO divisions, offices and key partners. The Division has theprincipal function to develop mechanisms that help the organization understand,strategize, implement and connect for country impact. In this, it focuses ongathering, analyzing and presenting information for country impact; developing,tracking and refining strategic country engagement plans; supporting programmeimplementation in countries; and facilitating effective collaboration andnetworks within the organization and with countries and partners. This includesworking with partners and Member States to manage and respond to the healthneeds of refugees and migrants, with a focus on access to health services andon preparedness for refugee andmigrant influxes. CSE operates in particular proximity toCountry Offices and provides opportunities for frequent mobility betweenassignments in the Division and in countries (in particular for team leadpositions). Individual technical officers will have -in addition to theirspecific technical focus- a geographic responsibility by virtue of being afocal point for a limited number of country offices, for which they willprovide support across all technical areas covered by CSE. TheDivision houses the WHO HealthEmergencies Programme (WHE) that provides technical guidance andoperational support to prevent, prepare for, detect, rapidly respond to, andrecover from outbreaks and emergencies. WHE assists countries to contain andmitigate the risk of high-threat diseases and infectious hazards; to detect andassess emergency health threats and inform public health decision-making; andto respond rapidly and effectively to emergencies under a coordinated IncidentManagement System. It ensures WHO's work in emergencies is effectively managed,sustainably financed, adequately staffed and operationally ready to fulfill itsmission. Its hub-and-spoke structure ensures country-specific and inter-countryactivities in priority countries.The WHO country office works with the National Authorities toachieve the highest standard of health as a fundamental human right, based onequity and on SDGs principle of leaving no one behind. WHO actions areengrained in the WHO 13th General Programme of Work with its 3 prong objectivesof promoting healthier populations, keeping the world safe through addressinghealth emergencies, and protecting the vulnerable through Universal HealthCoverage. WHO's mandate revolves around six core functions: (i) providingGlobal Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessinghealth trends. The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens' expectations about health. WHO at country level delivers this through practical,actionable and country focused solutions to health challenges, keeping in perspectivethat achieving health and well-being is a whole-of-society endeavour; This isdone through facilitating the implementation of the Biennial CollaborativeAgreement with the country and its corresponding workplan. The WHO CountryOffice maintains good working relations and ensures information exchangebetween the country and WHO, policy and strategic guidance on Health issues toall national and international partners in the country, provision of directtechnical expertise when needed and aims at more community engagement andparticipation, and to promote health equity.


To actively support the country work through strategic planning,operationalization and management of the health component of a newMulti-Partner Trust Fund (MPTF) as part of implementation of the UN SustainableDevelopment Cooperation Framework (UNSDCF) in support of Uzbekistan's nationalSustainable Development Goals (SDGs).Key duties: Leadership & Governance Leads the alignment of the MPTF vision in support of GPW13, EPW and UNSDCF health objectives Builds the structure and capacity of MPTF governance to implement the vision of the MPTF with respect to health Supports the WR's participation in the governance structure of the MPTF, acting as his/her alternate when required (as OIC) Coordinates technical programme focal points in the Country Office and their counterparts in the Regional Office Manages the related processes of the UNSDCF Liaises with stakeholders and convene UN and other health development partners, as well as civil society Other duties as requested by the WR Operationalization and Management Provides operational and management support to the governance structure of the MPTF Ensures that WHO follows programming processes and requirements as laid out in the Operations Manual; provides input to the MPTF Secretariat for reviews and revisions to the Operations Manual Synthesizes and provides technical programme inputs, through the WR, to the internal UN Task Force and Management Committee Communicates decisions of the Management Committee to relevant partners in the health sector (including eligibility, maximum allocation available, timeline for programming and any strategic requirements) Facilitates and oversees a coordinated and efficient project approval cycle, with timely submission of properly appraised project/programme proposals for the health sector Facilitates job descriptions and identifies, hires and supervises staff and consultants, jointly with technical programme focal points (as second-level supervisor) Coordinates and oversees development of staff workplans and quarterly reporting on progress, jointly with technical programme focal points (as second-level supervisor) Oversees implementation of the risk management strategy, M&E strategy and communications strategy for health-related programmes and initiativesBuildingpartnerships Identifies and develops strategic and innovative partnerships with other organizations, programmes, and/or initiatives in the health sector Develops partnerships beyond the health sector for the implementation of programmes and initiatives funded by the MPTF Contributes to the development of MPTF partnerships with civil society and community engagementAdvocacy, Communication and Resource Mobilization Supports the WR and represents WHO and the health sector in various fora as necessary and supports the Communications Officer in communicating its work to the public and other stakeholders.



Essential: Advanced universitydegree (Master's degree) in medicine,public health, health sciences, social sciences, management or another relevantfield
Desirable: Additional universitydegree or PhD in one of the abovefields.


Essential: A minimum of ten years of progressively responsible experience atinternational level in management of health projects or programmes.
Desirable: Proven experience in design, implementation and monitoring andevaluation of joint programmes under a UN Multi Partner Trust Fund. Demonstratedin-depth experience in providing policy advice and developing programmaticsolutions, tools and methodologies for the attainment of the SDGs. Demonstratedexperience in partnership development.


Excellent analytical,organizing, planning, communication and negotiation skills.Excellent technicalknowledge of public health andhealth systems Ability to work comfortably in a fast-paced environment.Emotional awareness: the ability to identify and harness one's emotionsand apply them to tasks; and the ability to manage emotions, which includesboth regulating one's own emotions when necessary and helping others todo the same.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2312 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
