LOGISTICS OFFICER

Org. Setting and Reporting

This position is located in Bogota within the United Nations Verification Mission in Colombia (UNVMC). The Logistics Officer reports directly to the Chief, Operations and Resources Management (CORM).

Responsibilities

Within delegated authority, the Logistics Officer is responsible for the following duties:

1. Prepares drafts of various, complex logistics plans, for planned or new missions. Develops contingency plans for drawdown and liquidation of missions. Prepares drafts of mission specific Standard Operating Procedures and submits to his/her supervisor for review. Prepares drafts budget requirements for planned or new missions and submits to his/her supervisor for review.
2. Manages logistics operations including management of logistics assets, material, contracts and personnel. Ensures timely, accountable and cost-effective delivery of cargo and personnel.
3. Coordinates and provides logistics support to ongoing operations in a field mission.
4. Ensures that logistics requirements take account of gender-specific needs.
5. Participates in technical survey for missions and verification missions to troop contributing countries.
6. Identifies requirements and shortfalls within his/her unit and submits to supervisor for logistics plans; and manages special logistics operations.
7. Keeps required records of logistic activities and level of essential supplies.
8. Coordinates logistics activities with procurement, finance, human resources, and other sections. Follows up on legal and financial aspects of logistic support.
9. Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
10. Coordinates logistics operations with other UN agencies, and other organizations.
11. Monitors that supervised staff are adequately trained, cross trained, identifies additional training needs to achieve high working standards.
12. Responsible for maintaining a regional support concept structure through Regional Administrative Officers (RAO) deployed in field offices.
13. Guides and supervises new/junior staff.
14. Performs other related duties as required.

Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Actively supports the development and career aspirations of staff. Appraises performance fairly.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of ten (10) years of progressively responsible experience of practical field logistics operations is required. The number of years of work experience is reduced to (5) with first-level degree (Bachelor’s or higher degree).

Experience in drafting logistics reports, developing logistical plans, policies and Standard Operating Procedures is desirable.

Experience in providing logistics and supply chain support services in a complex, volatile, conflict or post-conflict environment is desirable.

Experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and working knowledge of Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
