The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.
This position is located in the Facilities and Commercial Activities Service (FCAS) in the Division of Administration (DOA) in the Department of Operational Support (DOS). The FCAS operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. The FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.
The Chief of the FCAS reports to the Director DOA.
Under the general direction of the Director DOA, the Chief of the FCAS formulates and implements the substantive work programme of the Service under his/her supervision which includes the administration of the Headquarters building, grounds and rented premises and the provision of necessary support services such as property management, travel and transportation, archives and records management, catering, mail and pouch operations, giftshop and United Nations Postal Administration. He/She oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and the Service, and with other organizations of the United Nations System, as appropriate.
• Assists the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Leads, supervises, and carries out the work programme of the Service; co-ordinates the work carried out by different work units under the under the Service.
• Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Service and across organizational boundaries.
• Leads and supervises the organization of meetings, seminars, etc. on substantive issues and manages the substantive preparation and organization of such meetings or seminars.
• Performs other duties as required.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, architecture, engineering, finance, accounting, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget, buildings management, programme planning, or related field is required.
Experience in managing large programmes of work and functionally diverse teams is desirable.
Experience in facilities management is desirable.
Experience working in an international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.Assessment
