Consultant -Procurement & Supply Chain

Objectives of the Programme 

WHO current version of Oracle EBS (12.1.3) and some of its allied systems are being replaced. The Next Generation ERP transformation journey is driven by a determination and compelling business strategy to strengthen critical systems and processes to optimize organizational performance. A combined Workday/One Network solution was identified to deliver the Finance, HR and Supply Chain Management solution required. 

Objective of the Consultancy

The Consultant(s) are key members of the Business Management System (BMS) programme, which is charged with delivering the Next Generation ERP. The Consultant(s) will focus on providing business support and contributing to business process improvements and enhancements, bridging the recommendations of the supplier consultants/integrator s and WHO procurement and supply chain operations, to ensure the final solutions are workable, effective and adhere to the necessary standards required by the business stream. The Consultant(s) will assess progress towards realization and achievement of measured improvements in business operations and will escalate any gaps through the Leads Business Analysts Supply and the Head of Business Stream.

Under the guidance and supervision of the Business Analyst leads and Head of Business Stream, the Consultant(s) will be responsible for providing business expertise to support the Next Generation ERP Programme. The Consultant(s) will collaborate with stakeholders and end-users across the three levels of the Organization, as well as with Entities for whom WHO provides administrative support i.e., IARC, UNAIDS, UNITAID and UNICC. 

Assigned duties:

Under the guidance of the Head of Business Stream and Leads Business Analysts, and in collaboration with the core BMS team, supply experts in WHO HQ, major offices and hosted entities, external consultants, end users and other stakeholders, the Consultant(s) contribute to the following:

• Support ERP design and implementation through analysis of procurement related information, such as:

  • spend

  • vendor data,

  • pricing and market trends, etc.

• Process optimization of WHO procurement and supply function through the design, development and implementation activities to include: 

  • Review and formalization of processes in line with the new ERP system functionalities. 

  • Business systems and workflow analysis. 

  • Identification of opportunities for operational improvements. 

  • Development and revision of business needs, processes, draft or update standard operating procedures related to procurement and supply.

• Contribute to the design and prototype of the Supply Chain module, development of test scenarios.

• Work with other support groups to set up proper integration of business applications. 

• Research, troubleshoot and mitigate transactional and other ERP issues. 

• Contribute to measurable improvements in the new ERP system within warehouse management and supply chain management 

• Creation of user guides, training curricula, pertinent documentation for internal and external partners, and all project related documentation; provision of training to specific groups of end users.

a. Education

• First level-university degree in Supply Chain, Procurement, Logistics, Business Administration, Management, or in another related field is required.

• Chartered Institute of Purchasing & Supply (CIPS) qualification or equivalent would be an asset.

• Prince 2 Project Management or equivalent would be an asset.

• ITIL, AGILE certification or equivalent would be an asset.

• Business Process Professional Certification (CBPP or equivalent) would be an asset.

b. Work Experience 

• At least 5 years of relevant experience in procurement or supply chain management, including at least 3 years at international level is required.

• Experience in being an active and contributing member of a project management office is required.

• Solid understanding of supply chain management and logistics is required.

• Experience working within a team environment within and/or across business functions and partnering with and managing external outsourced resources.

• Documented experience working with or developing and implementing ERP systems, preferably Workday and/or One Network is required.

• Some experience in translating user requirements into business requirements for technology implementation purposes is required.

• Experience in optimizing and/or designing and documenting business processes is required

• Experience working within a team environment within and/or across business functions is required.

• Documented experience implementing procurement or supply management systems is desirable.

• Proficiency in Visio flowcharts creation and edition is desirable
  
  

c. Language

• Fluency in both written and spoken English is required.

• Knowledge of the French language (intermediate) and/or another WHO Official Language (Arabic, Chinese, Russian or Spanish): Intermediate knowledge is desirable.
