OBJECTIVES OF THE PROGRAMME

In the context of preparedness, response and recovery for the health impact of both COVID-19 and the economic crisis: To provide technical assistance to MOH on PHC-centred health systems strengthening for resilience and UHC. To operationalise PHC-centred health systems strengthening for UHC as a cross-cutting and reinforcing approach across programmes for the work of WCO Sri Lanka towards the Triple Billion.To assist MoH to coordinate the contribution of other stakeholders towards MoH commitment to UHC and the SDGs.

DESCRIPTION OF DUTIES

Under the overall supervision of the WHO Representative to Sri Lanka (WR); in consultationwith Director, Department of Health Systems Development, HSD/SEARO and relevant Regional Advisors SEARO; and, in collaboration with WCO prorgammes, the incumbent will: Lead WHO technical and strategic advice to MoH on health sector policy, strategy, planning and monitoring of progress on UHC, including aligning programmes to strengthen PHC for resilient health systems in the context of both the prolonged pandemic and an unprecedented economic crisis. Lead WHO support for sustainable national capacity development, especially on evidence-based decision making at all levels, including the use of relevant WHO tools and methods. Coordinate and manage WCO capacities for a reinforcing effort across programmes on strengthening health systems resilience in line with the WHO-MoH WorkPlan and to advance on the Triple Billion targets. Support WHO's leadership of health among development partners based on the PHC approach including making effective use of relevant capacities and network of experts available through the UN and IFIs. Support MoH in coordinating health and related activities in a multi-sectoral and whole of society approach to PHC including NGOs/CSOs, academia and professional organizations. Explore sustainable funding with traditional donors and funding channels as well as innovative means to access resources including in kind e.g. additional support in specific areas through the UNV programme. Complete other relevant work assigned by the WR.Submit an end of assignment report

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health, health economics or other relevant social science with a focus on health systems from a recognized institution and advanced degree in public health from recognized university
Desirable: Degree in medicine from a recognized university.

Experience

Essential: Minimum of 7 years of combined national and international experience in health system policy, strategy and plan development and/or health services organization.
Desirable: Experience working in developing countries of the WHO South-East Asia Regionin in health systems policies, strategies and plans.

Skills

Demonstrated technical knowledge to formulate health systems policies, strategies and plans. Demonstrated writing and communication skills with respect to conveying technical aspects to policy makers as well as building consensus among stakeholders at country level. Demonstrated ability for national capacity development. Demonstrated capacity to foster and lead teamwork across a variety of interested parties especially in the national policy/strategy/planning development processes as well as for a one WHO response at country level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2054 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
