The Regional ICT and Digital Innovation Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to address the increased need for digital transformation (DX) related knowledge management (KM) and programme coordination support in the East Asia and Pacific Region in the context of the implementation of the new UNICEF Strategic Plan. Purpose: The UNICEF 2022-2025 Strategic Plan recognizes digital transformation (DX) as a key change strategy to achieve results for children across all of UNICEF’s work. The demand for operational and programmatic support on DX is rapidly increasing. Country Offices (COs) have started to implement DX and other digital innovation initiatives to increase the reach of their response. Knowledge management and strengthened programme coordination are needed to ensure COs and their partners learn from each other’s successes and failures and continue to digitally transform in line with UNICEF strategic guidelines. The Contractor will support the EAPRO Chief ICT and Digital Innovation and the T4D Business Analyst in reviewing programme guidance related to DX, identifying opportunities for funding for DX in EAP and maintaining a knowledge management system that gathers, extracts, packages, maintains, distributes, and updates evidence, data and knowledge for internal and external audiences in order to support a culture of appropriate technology use in support of UNICEF’s DX.

Work Assignment: 

Knowledge Management:

  • Act as Knowledge management focal point for DX in EAPRO
  • Draw on the EAPRO knowledge management strategy to implement the DX Knowledge Management Action Plan
  • Support the production, visualization and dissemination of high-quality KM products as required   
  • Support assessments, review knowledge management products, edit and review feasibility studies

Communication:

  • Act as communication focal point for the EAPRO ICT and Digital Innovation Team
  • Maintain EAPRO Digital Transformation webpage
  • Produce communication materials as required (Icon stories, Human interest stories (HIS), Annual Reports, etc.)

Reporting and planning:

  • Support the team in planning and reporting processes

Fundraising:

  • Act as focal point for DX investment case
  • Support on donor related activities as needed

Programme Coordination:

  • Advise EAPR UNICEF ICT, T4D and Digital Innovation practitioners on implications for actions and policies proposed
  • Review and advise on strategic and programmatic documents as required

Work Schedule:  Work plan and schedule will be agreed upon at the start of the contract by the contractor and contract’s supervisor.
 

End Product(s):

Submission of Deliverables per agreed timeline and quality

  • Knowledge Management: KM Action Plan is updated and implemented.
  • Communication: Collection of stories featuring good and bad practices, reviewing and editing HIS on T4D initiatives. Ensure EAPRO DX webpage is up to date.
  • Reporting and Planning: Support the team in planning and reporting processes. Draft the annual report.
  • Fundraising: Act as focal point for DX investment case, support donor related activities as needed.
  • Programme Coordination: Review and advise on strategic and programmatic documents as required.
  • Any other activity/output as required.

Duration of Contract:  115 working days (approx. 8 hours/day) throughout 11.5 months (9th November 2022 - 23rd October 2023).

Official Travel: The contractor will be home-based. He/she may need to travel to the Regional Office or Country Offices depending on pre-approved requests for technical assistance. 

Travel expenses and accommodation will be covered by the contractor and be reimbursed by UNICEF upon submission of travel cost invoice (given travel budget proposal approved by UNICEF prior to travel). The travel cost reimbursement shall be based on economy class travel and the costs for accommodation, meals and incidentals shall not exceed applicable DSA rate as per UNICEF rules and regulations.
 

Work Location:  The contractor will work from his/her premises.  Priority will be given to candidates in a time zone location within maximum 5 hours of Bangkok (GMT+7).

Any required travel and logistics related to this assignment will be discussed with the supervisor in advance and agreed upon mutually.

Contractor to use own laptop and other necessary infrastructure/equipment.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree in Knowledge Management, Business Administration, Technology, Change Management, International Affairs, International Relations or related field. A combination of a first university degree in one of the above fields and at least two years of practical experience in international development work and the knowledge management and/or the use of technology for development may be substituted for the advanced university degree.  

Experience:

  • A minimum of five years of experience in programme implementation, knowledge management and/or identifying, designing and implementing solutions for large-scale projects with technical components;
  • Experience in supporting and coordinating project activities across a large organization and with other international partner organizations;
  • Exposure to RapidPro, OpenSRP, DHIS2, ODK and other digital public good technologies, and deploying, maintaining and rolling out these technologies is desirable.
  • Exposure to Open Source, mobile and emerging technology applied to public health is desirable;
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, WASH, child protection and/or education, and experience in applying technical solutions to address programmatic issues;
  • Desirable: Knowledge of or significant interest in one or more of these areas:
  • The use of Technology in Development and Humanitarian contexts;
  • RapidPro, ODK (or mobile text messaging, chatbot and real-time monitoring applications);
  • mHealth/eHealth and EdTech/eLearning;
  • E-Government;
  • Geographic Information Systems and Information Management (e.g., Superset, HDX, AccessMod)

Other skills and attributes:

  • Hybrid background combining programmatic knowledge, ability to work across organizational boundaries and technical skills to respond to the organizational needs and functions that technology must support.
  • Proven ability to interact diplomatically with counterparts at all levels.
  • Understanding of international development issues.
  • Ability to interact with people from different disciplines, and with varying degrees of technical experience.
  • Must have strong skills in business analysis and knowledge management.
  • Excellent written and oral communication skills a must. Presentation skills are an advantage.
  • Knowledge of UNICEF’s ICT landscape an advantage.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
