Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 888 million children and the prevention of more than 15 million future deaths. 

THE ROLE
Please note this is a temporary role, ASAP until 31st December 2025. 

The Director, Grant Management Transformation will report into the Managing Director, Country Programmes and will be responsible to define and deliver the vision, strategy, processes, and solutions for end grant management across Gavi.  This includes: 
•    Clear and simplified processes that foster greater collaboration and enhanced learning to enable Gavi to be more responsive to adapt to evolving donor, partner, and country demands;
•    Secretariat, country, and partner engagement processes appropriate for the mandate and trust given to Gavi by its donors and facilitating countries reporting & monitoring;
•    Single source of truth for Gavi support to countries with the right information in real time for evidence-based decision making.

Key functions and deliverables:
•    Lead and oversee the cross-cutting secretariat efforts for simplifying and streamlining end to end grant management ensuring structured coordination, stakeholder engagement and monitoring of deliverables and timelines;
•    Organise, manage and lead the Programme team responsible for overseeing definition, planning, delivery of a simplified end to end grant management solutions;
•    Define key success factors and KPIs required to achieve simplicity and efficiency in End-to-End grant management;
•    Leverage leaders across the secretariat in Country Programmes, Finance & Operations, and Funding, Design & Review, and Knowledge Management & Technology Solutions to define and deliver a Target Operating Model for Simplified and streamlined End to End grant management;
•    Establish and maintain effective working relations with relevant global/regional/country stakeholders as well as with other secretariat teams;
•    Being an advocate and evangelist of the Grant Management Transformation initiative across the Gavi Secretariat; leading the transformation to enable the secretariat to be more efficient, bringing best practice insights and solutions to all levels;
•    Understanding Gavi’s mission, current state and priorities then determining how to enable/accelerate goals in partnership with each department, building the transformation programme across the secretariat through communicating a clear vision, scope, plan and roadmap to stakeholders.
 
•    Define, design, implement, and oversee the target operating model for grant management transformation;
•    Provide strategic guidance to develop and maintain fit-for-purpose and state-of-the-art enabling systems and infrastructure for grants management;
•    Strategically prioritise the efficient use of resources within the various workstreams of Change Management, End to end process, Country/Partner Engagement, and Technology including on time and on budget implementation, to deliver the Grant Management Transformation; 
•    Provide effective risk management that includes both programme and fiduciary risks, in coordination with Gavi’s risk management functions;
•    Coordinate and collaborate with alliance partners, NGOs and CSOs in the design and roll out of a simplified and systematic grant management processes for effective use by all partners;
•    Define and Drive performance and achievement of the relevant key performance indicators; 
•    Coordinate and strengthen collaboration across the Secretariat teams involved in End-to-End grant management while driving excellent coordination and cross-team collaboration between the Country Programmes department as well as other Gavi departments;
•    Coordinate the project Steerco and ensure accountability and timely decision making to support the roll out of the project;
•    Lead and champion the change management and communication strategy to ensure effective roll out and implementation of the grants process optimisation project.

Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.
•    Minimum 15 years of professional experience managing transformations. This can include programmes at national/ international levels in health and other development sectors as well as in for profit organisations;
•    Minimum 5 years of experience of managing and leading collaborative, engaged and service delivery teams;
•    Experience in end-to-end grants-, project- and/or programme-management and understanding of grant management systems;
•    Solid experience managing cross-functional teams or projects;
•    Success in influencing and negotiating across hierarchical organisations, including at C-level and with difficult stakeholders to drive positive change;
•    Demonstrated experience as a thought leader and innovator in the development of new processes, methodologies and problem-solving approaches including design thinking approaches;
•    Deep understanding and demonstrated ability to adapt to complex business environments and situations;
•    Demonstrated ability to articulate, persuade and communicate the value of operations excellence.
 
•    Experience of working in highly complex and demanding environments, understanding of programmatic and fiduciary risks associated with grants;
•    Excellent communication and executive presence;
•    Demonstrated experience of working in and delivering through multi-partner environments and experience of delivering results through a matrix-style management structure;
•    Demonstrated capacity to successfully manage situations of considerable complexity and/or political sensitivity;
•    Experience in roles requiring extensive networking, relationship and alliance building; 
•    Excellent business acumen and ability to translate processes into business value.
 
•    Fluent English is required;
•    French is an asset.
 
•    Bachelor's degree in mathematics, business, statistics, economics, computer science or related field.
