Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.


In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. Our work is guided and informed by the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), to develop targeted solutions to the country’s development challenges. We work in close collaboration with key ministries, departments, and agencies in a robust, integrated manner through Six Signature Solutions: 1. Poverty and inequality; 2. Governance; 3. Resilience; 4. Environment; 5. Energy; 6. Gender Equality. In Ukraine, these Solutions are integrated and targeted with a focus on three programmatic areas of support: 1. Inclusive Development, Recovery and Peacebuilding, 2. Democratic Governance, and 3. Energy and Environment. All three of these programmes are aligned with the national priorities, which includes accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind ad building back better, and streamlining digital governance to make all state services accessible electronically. UNDP through its Democratic Governance Programme assists the government, civil society and people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development. This includes advocating for human rights and gender equality, supporting digital transformation, ensuring that all Ukrainian citizens can protect their rights, and empowering civil society and youth activists. Key Areas are: > Crisis response: Support Government of Ukraine in strengthening its crisis management capacities and leading respective areas of Ukraine’s early recovery in alignment with SDGs and Ukraine’s EU aspirations. > Human Rights: Improving citizens’ access to human rights protection through the regional network of the Ombudsperson’s Office. > Digital Transformation: Strengthening Ukraine’s institutions in crafting digitalized services to be used by Ukraine’s vulnerable populations, taking due account of the Human Rights Based Approach to policymaking. > Civil Society and Youth Work: Strengthening subnational civil society organizations to promote democracy and engage citizens in a participatory and result-driven government-CSO dialogue; Enhancing youth civic engagement and participation in decision-making in Ukraine. > Health Governance: Improving procurement procedures, making it more transparent, positively impacting accessibility to certain medicines and allowing new medical products to enter the Ukrainian market for the first time.

Task description

The Programme Associate will provide substantive support to the Programme staff in the implementation of programme/project activities ensuring the smooth coordination of logistical arrangements for events, workshops, seminars and briefings of government counterparts. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information. In this context the Programme Associate will establish close synergies with and seek guidance from the operations teams in terms of operational policies and procedures. 1) Provide research support on programme formulations: • Conduct research on the past network discussions and consolidated response; • If necessary, post questions to the relevant network to seek additional information; • Conduct interviews and web-based research on the subject matter, conducted by other development partners and the government in Ukraine. 2) Develop M&E and procurement plan and ensure timely preparation and production of quarterly reports and evaluation and procurement requirements: • Review UNDP’s Programme and Operational Policies and Procedures and keep track of the M&E and procurement requirements; • In coordination with the Team Leader and Programme Analyst, ensure the procurement and M&E activities are implemented as planned. 3) Provides effective support to substantive and financial management of the programme of the thematic area: • Initiation of a project, entering project into Atlas, preparation of required budget revisions; • Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources; • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports; • Analysis of the situation in programme, identification of operational and financial problems, development of solutions. 4) Maintenance and updating of the Team’s portfolio for e-documentation and knowledge management systems, as well as the office intranet and website: • Presentation of thoroughly researched information for formulation of country programme; preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements. 5) Provides administrative support to the Programme Unit: • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas. • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. 6) Ensures gender mainstreaming: • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour, and use the principles of gender responsive communication in line with the UNDP corporate standards.
