UNICEF B&H is seeking for a qualified consultant to assess the violence against children (VAC) programs implemented in school settings in BiH, in the past 10 years and in close collaboration with the relent ministries and key stakeholders to identify sustainable and effective program for prevention and respond to violence against and amongst children in school settings.

The UNICEF Child Protection (CP) programme component focuses on strengthening child protection systems, which will contribute to realizing children’s right to be free from violence, neglect and abuse.

The programme provides technical assistance to strengthen capacities and promote cross-sectoral collaboration in order to prevent and respond to cases of violence, neglect, abuse. UNICEF plays a key convening role in promoting multi-sectoral referral mechanisms and violence prevention programmes. UNICEF education programme focuses on quality and inclusive education and skills development.

UNICEF B&H is seeking for a qualified consultant to assess the violence against children (VAC) programs implemented in school settings in BiH, in the past 10 years and in close collaboration with the relent ministries and key stakeholders to identify sustainable and effective program for prevention and respond to violence against and amongst children in school settings.

Scope of Work:

Under the direct supervision of the Child Protection Officer and close collaboration with the Child Protection Specialist the key focus of work is, but no limited to:

  • Conduct desk review of available VAC (including online VAC) prevention and response programs implemented in schools in BiH for the past 10 years; assess their effectiveness, key successes and gaps with particular focus on sustainability and effective referral mechanism of reported VAC cases;
  • Conduct mapping of regional (and wider) programmes that were successful in prevention and response to VAC in school settings, including key bottlenecks, lessons learned and analysis of potential relevance to BiH context;
  • Conduct an overview and summary of available administrative data on VAC and also availability of VAC data that is not regularly published (data collected by ministries of education, interior, social welfare, justice but not published in statistical bulletins);
  • In close collaboration with at least four line ministries (entity and cantonal) assess the previously implemented VAC prevention programs, identify adjustments or new approaches that would lead to greater effect and sustainability, with specific focus on potential inclusion of VAC prevention into the school curricula and effective response and referral mechanism; Conduct focus group discussions  with at least 50 children, and semi-structured interviews with at least 30 school professionals, international organisations, experts and UNICEF BIH representatives of the education, health and social inclusion areas, including on potential approach to inclusion of online VAC within the school-based programme
  • Provide logistical support to organization of consultations, prepare required documentations/materials (background documents, analysis, data, agenda etc.), facilitate the workshops, take key notes, compile and document the outcomes of the meetings;
  • Suggest innovative approaches to support the implementation and delivery of results with consideration for cost-effectiveness, replicability, scalability, and potential for integration into relevant government budgets leading to a sustainable approach; develop approach for integration of programming into school curriculum;
  • Based on consultations, assessment(s) and analysis conducted, develop a draft VAC prevention and response school-based programme, endorsed by the line ministries of education on entity and cantonal levels.

To qualify as an advocate for every child you will have:  

  • Bachelor’s degree in human rights, psychology, sociology, international law or other social science field. Master’s degree is an asset.
  • Experience in assessing CP programs, design, writing and development of CP project proposals, and specific experience related to VAC is an asset.
  • Ability to produce compelling narratives, high quality written materials (project proposals, roadmaps, concept notes, documenting best practices and achievements etc).
  • Knowledge of English and local language required.
  • Strong writing and communication skills required.
  • Ability to analyze documents (reports, evaluations, strategies, project documents, school curriculums), gather information from key stakeholders and synthesize into succinct format.
  • Knowledge of child protection, social protection, social welfare or related fields a strong asset.
  • Knowledge of international principles and legal instruments related to child protection and VAC.
  • Very good knowledge of the country context, with specific focus on education area.
  • Familiarity with the UNICEF mandate.
  • Previous experience with UNICEF would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
