Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI is seeking a Training & Knowledge Development Consultant (part-time) who will support the implementation of the Readiness Support to Strengthen the Philippines’ Capacity and Knowledge on Accessing the Green Climate Fund (GCF) or Readiness and Preparatory Support Program (Readiness Programme). 

The Consultant shall provide administrative and technical assistance by coordinating the activities with Nationally Designated Authority (NDA) of the Philippines and relevant stakeholders of implementing and executing agencies in developing the Orientation and training on GCF (Activity 1.1.1), Development of knowledge products and management of the GCF Philippines website (Activity 1.1.3), National conference on the Philippine experience to access the GCF (Activity 1.1.5), and Development of an interactive webpage for tracking climate finance flows in the Philippines from all sources (Activity 1.4.2) whose contents will be created by a Service Provider to be separately procured. The Consultant will work closely with GGGI Country Team and will liaise with the Service Provider as well as NDA and relevant stakeholders to ensure systems and tracking of ongoing works and outputs. The Consultant is expected to provide 120 person-days of input for the contract period of 16 months (synchronized with the Service Provider length of engagement).

OBJECTIVES

The primary objective of the Readiness Programme is to support Department of Finance (DOF) in fully implementing its roles and responsibilities as the designated NDA of the Philippines to the GCF. The Programme also seeks additional institutional support for national capacities of government agencies, civil society organizations (CSOs), and the academe to develop a monitoring and verification system for climate finance flows in the country, as well as to pursue the ratification of a bilateral agreement between the Philippines and GCF on privileges and immunities.

GCF is a funding institution that GGGI partners closely with to support developing countries access and apply climate finance. With this common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017. Under this strategic partnership GGGI supports its Member and partner countries to enhance access to GCF financing by implementing the GCF Readiness Programme. The Programme provides resources for strengthening the institutional capacities of NDAs and Direct Access Entities (DAEs) to develop projects for submission to the GCF and to access Readiness Programme resources.

The project’s targeted Outcomes and Activities are as follows:

SCOPE OF WORK

The Consultant shall provide administrative and technical assistance by coordinating the activities with NDA and relevant stakeholders of implementing and executing agencies in developing the Orientation and training on GCF (Activity 1.1.1), Development of knowledge products and management of the GCF Philippines website (Activity 1.1.3), National conference on the Philippine experience to access the GCF (Activity 1.1.5), and Development of an interactive webpage for tracking climate finance flows in the Philippines from all sources (Activity 1.4.2) whose contents will be created by a Service Provider to be separately procured. The Consultant will work closely with GGGI Country Team and will liaise with the Service Provider as well as NDA and relevant stakeholders to ensure systems and tracking of ongoing works and outputs. The Consultant is expected to provide 120 person-days of input for the contract period of 16 months (synchronized with the Service Provider length of engagement).

 

DETAILED TASKS

The Consultant will undertake the responsibilities, but not limited to, the following tasks: 

  1. Coordinate relevant activities including the facilitation of communication within GGGI, including staff and consultants, government agency partners (e.g. DOF, GCF-TWG, etc.), and development partners;
  2. Provide technical and administrative liaison between GGGI, NDA, and the Service Provider for the preparation related to orientation and training on GCF, development of knowledge products and management of the GCF Philippines website, national conference on the Philippine experience to access the GCF, and development of an interactive webpage for tracking climate finance flows in the Philippines from all sources;
  3. Support organize meetings between GGGI staff and consultants with government officials and staff of government partner agencies, and other stakeholders, as needed;
  4. Coordinate, monitor, review and file Consulting Firm outputs;
  5. Prepare activity reports for activity progress and report to concerned staff of GGGI and NDA;
  6. Liaison between NDA and GGGI
  7. Liaison with the Project Development Consultant who will be leading the coordination for the Activities under 1.1.2, 1.1.4, 1.4.1
  8. Assist with data gathering, research, and analysis, including preparation of reports, presentation materials, as required;
  9. Develop and maintain appropriate information repositories for data and analysis;
  10. Assist with organizing meetings between GGGI staff and consultants with government officials and staff of implementing and executing agencies, and other stakeholders, as needed;
  11. Support the organization of trainings, workshops, and other events, as needed; and
  12. Perform other required tasks as assigned by the GGGI Country Office and NDA

 

OUTPUT / REPORTING REQUIREMENTS / DELIVERABLES

S/he will report directly to the concerned staff of the GGGI Country Office and government partners. Reporting to NDA/DOF will be required when necessary.

*Note: This plan can possibly be modified subject to the dynamics of project progress.

 

QUALIFICATIONS / EXPERIENCE / EXPERTISE

The Consultant is expected to possess the following qualifications:

    • Minimum 5 years of relevant professional experience in designing and providing knowledge products and conducting training sessions on the concerned subject matter for a broad set of stakeholders. 
    • Good knowledge on the Philippine development planning documents, policies, and national priorities, such as PDP 2017-2022, NCCAP 2011-2028, Philippine Renewable Energy Roadmap 2017-2040, and the NDCs.
    • Experience in the development of policy instruments, data collection and analysis.
    • Experience and knowledge in website development and design.
    • Experience in the technical designing and operation of training modules in virtual platforms.
    • Good understanding of climate change related challenges in the Philippines, particularly in the context of national government agencies and local government units.
    • Experience and proven records in communicating with key actors in Government and non-government agencies, handling complex multi-stakeholder relationships, and maintaining a high degree of professional integrity.
    • Demonstrates maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI and its partners.
    • Excellent analytical writing skills in the English language and able to prepare concise advisory reports for a range of stakeholders.
    • Very good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
    • With track record in developing electronic, online and off-line knowledge materials using the latest lay-out and design programs.
