1. Project Background
1. Established in January 2016, the Asian Infrastructure Investment Bank (AIIB) is the newest Multilateral Development Bank. The AIIB is owned by over 105 approved AIIB members worldwide. The AIIB has USD100 billion capital and is Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. 2. The mission of AIIB is financing the Infrastructure for Tomorrow (i4t) —infrastructure with sustainability at its core: (i) Environmentally: Addresses ecological impacts like water and air quality, biodiversity, pollution and climate change; (ii) Financially and economically: Projects with sound return on investment that raise economic growth and increase productivity; (iii) Socially: Gives inclusive access, particularly to citizens excluded from access to infrastructure services. 3. The AIIB has four thematic areas: (i) Green infrastructure; (ii) Connectivity and regional cooperation; (iii) Technology-enabled infrastructure; (iv) Private capital mobilization. Both Sovereign-Backed and Non-Sovereign-Backed financing are supported by the AIIB. There are three financial products are offered by the AIIB: (i) Sovereign-backed financing (requiring sovereign guarantee); (ii) Non-Sovereign-backed financing (e.g. Private, SOEs, Sub Sovereign, Municipalities); and (iii) Project Preparation Special Fund (a grant facility with contributions from some member countries; this supports the project preparation for low-income and low-capacity countries). However, there is no concessional lending is currently available, albeit, discussions are ongoing on providing such a facility. 4. As of December 2021, the AIIB has approved a total of 159 projects in 31 member countries with a total financing amount of approximately US$32 billion (sovereign loans comprise roughly two-thirds of the total lending amount). Another 47 projects are being prepared in the pipeline. Of the approved projects, transport sector projects comprise approximately a sixth of the project. AIIB’s investment operation is divided into two regions: Region 1 (all of Asia barring Pakistan and Afghanistan); and Region 2 (rest of the world). 5. Among AIIB projects, the following are being implemented in India, Cambodia and Lao PDR: (a) Andhra Pradesh Rural Road Project (P000063-IM); (b) India Assam Secondary Road Project: (P000440-PR); (c) Cambodia National Restoration of Rural Productive Capacity Project (P000446-IM); (d) Lao PDR NR13S (P000373-IM); and (e) Lao PDR NR13SE (P000618-PR) 6. The present ToR is intended for an Individual Short-term Consultant (STC) who is expected to help the AIIB Project Teams (hereinafter referred as “the Teams”), mainly, in the preparation and implementation of the aforementioned projects. Also, the STC may be required to help the Team in developing project concepts and the preparation of prospective projects in India, Cambodia and Lao PDR.
2. Objectives of the Assignment
The overall objective of this assignment is to provide support to the AIIB Project Teams in the conceptualization, preparation and implementation of projects in India, Cambodia and Lao PDR, especially projects mentioned above.
3. Scope of Services
The scope of work of the Consultant will be, but not necessarily be limited to, the following: India Andhra Pradesh Rural Road Project (APRRP) (Farhad): (P000063-IM) a. Reviewing different technical documents and providing inputs to those documents to enhance their quality and acceptability. b. Closely monitoring the different project component progress and discussing the ways to improving project progress. c. Assisting the team in the project’s formal reviews and leading process of drafting the review outputs. d. Working closely with the client in the prioritization of project roads and other interventions and helping the client in their finalization; e. Monitoring closely the client’s contractor’s bill payment status and actively engaging with the client in expediting the contractor payments; f. Working on comparing costs of different road improvement options and advising the Project Team on different aspects of those options g. Advising the Project Team on different technical issues linked to the project and making, whenever requested, presentations on those issues, which might help in taking informed decisions. h. Helping the Project Team in other related activities linked to the project. Cambodia National Restoration of Rural Productive Capacity Project (Ankur and Tomas): (P000446-IM) i. Reviewing technical documents and providing inputs to enhance procurement processes for consulting services and civil works. j. Reviewing (final and interim) detailed engineering designs to identify deficiencies and/or non-conformities as per relevant design specifications/standards; and propose adequate corrective measures to deliver climate resilient infrastructure. k. Contributing to project management and provide general advice/guidance on quality and climate resilience issues to the Ministry of Rural Development (MRD) of Cambodia. l. Undertaking other technical activities related to the operation. India Assam Secondary Road Project, (P000440-PR) a. Reviewing technical documents and provide timely comments to support the project implementation; b. Visiting sub-project sites and following-up with the client to ensure the implementation progress and quality; c. Communicating with clients as and when needed; d. Contributing to the capacity building program of the project; and e. Other activities related to the project implementation as required; Lao PDR NR13S (Jin): (P000373-IM) a. Assisting in providing inputs to project task team as required; b. Reviewing technical documents and provide timely comments to support the project implementation; c. Communicating with clients when needed; d. Contributing general advice on quality control to support the project implementation; and e. Other activities related to the project implementation as required; Lao PDR NR13SE: (P000618-PR) a. Providing overall advice to the project team not only in conceptualizing the project, but in the entire project cycle, through solid technical assessment, project document preparation, and implementation support, as well as assisting governments in solving implementation issues, reviewing the implementation progress, etc. b. Conduct technical assessment of the project and all technical due diligences required by AIIB for preparing the project; c. Undertake site visits as required; d. Assessing risks of the project and identify adequate mitigation measures, if needed; e. Assisting the Project Team Leader (PTL) in preparing the Project Documents and mission Aide Memoire; f. As a member of the team, participate in meetings and conference calls, or missions, with the team, the client and/or the co-financier if requested; and g. Providing supporting to PTL on managing preparation of project and carry out the sector dialogue with client governments and conducting monitoring and supporting mission for projects under implementation.
4. Consultancy Output / Deliverables
The Consultant will produce different reports as advised by the PTLs. The reporting structures would have to be agreed upon with PTLs beforehand.
5. Implementation Arrangement
The Consultant shall directly work under the supervision and report to the PTLs mentioned against the projects. Farhad Ahmed, Sr. Investment Operations Specialist – Transport will be responsible for coordinating the Consultant’s inputs and provide administrative support linked to the contract.
6. Support to the Consultant by the Bank
13. The Consultant will be responsible for coordinating with the Bank's Project, or with any other entities for his/her inputs. The Consultant shall be responsible for managing the necessary field visits in close coordination with the Bank and Client’s project teams/working group including the necessary logistics and transport. After each visit the Consultant shall debrief the PTL on the field findings.

Qualification Requirement
The qualification requirements are the following: a. Minimum Masters degree in engineering or relevant development field b. Work experience minimum 20 years c. At least ten years Multilateral Development Bank experience is essential d. Transport sector working experience is a must e. Multi-country working experience is an advantage f. Extensive experience in project identification, preparation and implementation is required g. Working experience in other sectors will be an advantage h. Experience of dealing with client country ministries, departments or agencies will be essential i. Thorough understanding of project monitoring and quality control system systems is essential j. Capacity of designing engineering solutions, reviewing of complex technical documents will be an advantage
