The purpose of the Education Technical Officer position is to implement delegated CC project portfolio

The Education Officer will help implement and monitor NRC’s Education Projects in Sar e Pul Province and it’s all districts. The aim of NRC’s Education programme is to enable vulnerable, displaced, returnee and host community children and youth have access to quality education in a protective environment.

Community Based Education (CBE), Accelerated Learning Programme (ALP) and Education in Emergency (EiE) is the main components of Education Projects in target provinces of North Region. And providing opportunities to enrolee out of school’s children to the CBE and ALP classes to supporting governmental Hub Schools and strengthen their capacity to host the IDP, Returnee and host community out of school children to continue their Education in upper level.

The Education Officer will report to Education Team Leader/Education Project Coordinator/ and working under the guidance of Education project manager. He/ she will provide support and lead the Education in Sar e Pul for take the active role on implementation and monitoring of projects. He/ She will play a technically supporting role in coordinating, setting up and implementing all Education Project activities in Sar e Pul province during 2022, working closely with the Education technical assistants and Education Supervisors (CBWs) in Sar e Pul province. He/ she will be expected to spend up to 50% of his/ her time in the field, providing technical support to the team, visiting partners and local authorities etc.

Generic responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards.
  • Implement plan of action for delegated portfolio of CC Education projects (activities, budget and project documentation).
  • Day to day follow of progress in project implementation.
  • Ensure compliance with Education strategy, tools, handbooks, guidelines and standards.
  • Ensure that projects target beneficiaries most in need of protection explore and asses new and better ways to assist target populations per the Education strategy.
  • Provide specific technical support and capacity building towards project staff including CBWs.
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Management of project staff.

Specific responsibilities:

  • Take an active role on the quality implementation of educational activities in technical components of education projects like Accelerated Learning Program (ALP) Community Based Education (CBE), School Improvement Plan (SIP) Education First Phase Response (EFPR), and Education in Emergency (EiE).
  • Conduct capacity-building training for ALP/CBE teachers, and school Shura members and prepare training reports.
  • Ensure child-friendly space and learning atmosphere are established in all ALP & CBE classes and provide support for ALP & CBE teachers in their professional/academic life.
  • Prepare agenda for all coordination meetings with project stakeholders (Teacher, hub school, school Shura PED/DED, capacity building training, and community sensitization.
  • Take an active role in community mobilizations/community sensitizations to increase community participation in project implementation through engaging the community in activities and facilitating the community’s understanding of the overall project (goals and objectives).
  • Take the active role in the handover process of ALP/CBE classes to hub school and ensure all required documents are provided according to the CBE policy - ministry of education.
  • Prepare memorandum of understanding with Hub Schools and School Shuras for better implementation of project activities and update yearly and being accountable on dropouts.
  • Regular monitoring from project implementation specially ALP & CBE classes, School improvement plan and organize joint monitoring with DED/CED/PED staff from ALP & CBE classes.
  • Budget estimations and raising PRs for trainings, workshops, meetings and other planned events.
  • Review and verify the teacher monthly reports and provide summary of improvements/challenges/gaps for education team leader/coordinator.
  • Advocacy for program/beneficiaries through develop of case studies/success stories and establishment of education publication boards and update quarterly based in PED, DED/CED, hub Schools and field office from education activities.
  • Ensure all required materials (Learning kit, teacher kit, class kit, hygienic/disinfection materials, textbooks) provided/available in ALP & CBE classes. Distribution of educational kits/materials and text books for responsible ALP & CBE classes and collection and handover the collected text books to the relevant hub schools.
  • Cooperate with support unit staff on recruitments, procurements, contracts, payments and stock management.
  • Prepare SMART weekly plan and being accountable for the implemented activities through provide means of verifications (MoVs)
  • Prepare quarterly progress report to PED, weekly report, trainings report, meeting minutes and joint monitoring reports.
  • Support ETL/PC/PM in overall implementation of project components and any other tasks as assigned by Edu PM/Edu PC/ Edu TL/FoC.

Generic professional competencies for this position:

  • Experience from working Education project implementation position in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Good knowledge of English (both written and verbal)
  • Knowledge about own leadership skills/profile.

Context related skills; knowledge and experience:

  • Bachelor’s   degree in Economics, management, social science and related field
  • Minimum 3 years’ relevant experience in implementation of education or similar projects in a humanitarian/recovery context preferably with UN or INGOs
  • Knowledge of the local language Dari, Uzbek, Pashto
  • Experience in teacher training and Training of Trainers.
  • Knowledge of ALP, CBE, EIE and life skills
  • Experience in Education in Emergencies is an advantage
  • Experience in logistics and administrative management
  • Knowledge of the context in Sar e Pul
