This position is designed to ensure implementation of security operations and all matters relating to the management of safety and security for UNDP personnel in the country. 

Duties and Responsibilities

1. Supporting data collection updating and communication of information regarding the security situation in the area, such as:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation; 
  • In consultation with Security Focal Point ( SFP ) CO , provides information  in order for SFP to   advice on relevant security policies and regulations (e.g. MOSS, SOPs and safe and secure practices) which  will have potential effects on UNDP activities; 
  • Helps for  gathering security information hat may be required for a proper analysis of the situation; 
  • Under the direction of the UNDP Operations Manager, reviews the impact of security factors on UNDP programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvements; 
  • Communicates information on security to the UNDP management and provides host country security advice to UNDSS, as required; 
  • Assists in the timely and quick dissemination of information to UNDP personnel in case of emergency situation; 
  • Ensures preparedness for 24-hour response to any security and safety related incidents involving UNDP personnel;

2. Ensures maintenance of the Security Plan and security SOP, including updating staff lists, such as:

  • Provides inputs to the preparation and review of the UNDP  Security Plan; 
  • Supports actions during the implementation of the Security Plan, as required; 
  • Assists with developing, updating and implementation of Security SOP;Provides security inputs for BCP development and testing; 

3. Monitors compliance with Minimum Operational Security Standards (MOSS) established for the duty station, such as:

  • Assists with the compilation of data required for the MOSS Self-Assessment Programme (UN MSM) and with the reporting on UN MSM implementation. 
  • Assists with/Conducts the SRA for UNDP premises and events.

4. Provides security administration support to the Operations Manager, such as:

  • Prepares and maintains routine and confidential correspondence files/documents; 
  • Maintains a database on contact details in relation to host country/area and de-facto security authorities. 
  • Reports security incidents affecting UNDP staff, offices and assets in the area, and prepares initial draft of security reports

5. Performs other security-related tasks assigned by the Operations Manager, such as:

  • In consultation with SFP  and UNDSS support the process of  security evaluations and provides advice on security measures for the residences ( Residential Security Measures - RSM) of UNDP international personnel, as well as on latest trends and threats to  staff safety and security; 
  • Establishes and maintains Warden system and keeps update of information related to UNDP offices and residences in the area; 
  • Assists in implementation of Pass and ID system for UNDP personnel in the area, as required. 

6. Provides support to enhancing security awareness such as:

  • Organizing and conducting gender sensitive training courses on security awareness and preparedness; 
  • Provides security orientation to newly assigned staff members. 
  • Conducts security briefings, as required. 
  • Provides security guards with necessary training and advice 

7. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

  • Human rights and gender equality is prioritized as an ethical principle within all actions; 

  • Activities are designed and implemented in accordance with?“Social and Environmental Standards of UNDP”; 

  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production; 

  • Differentiated needs of women and men are considered; 

  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is?created; 

  • Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced. 

 

Institutional Arrangement

Under the overall guidance of the Operations Manager / Security Focal Point Country Office, the Security Assistant support CO  to share information and resolve security-related issues. The incumbent will be working  with UNDP Operations personnel in the CO and Project staff, UNDSS and other relevant security counterparts

Required Skills and Experience

Academic Education:

  • Bachelor’s degree in Business Administration, , Management, Social Sciences would be preferable. Or  

  • High school degree with   5  years of relevant experience will be given due consideration in lieu of Bachelor degree 

Experience:

  • Minimum 5 years of relevant experience for candidate with High school or minimum of 2 years of experience for candidate with Bachelor Degree; preferably in the field of development. 

  • Relevant experience in security  would be necessary  

Required Skills:

  • Good inter-personal and communications skills. 

  • Ability to work in a team 

  • Up-to-date computer skills required, knowledge of spreadsheet and database packages 

Desired Additional Skills and Competencies:

  • Familiar with Government and UN/UNDP procedures would be desirable  

  • Experience in project implementation using Government and International Organization rules and regulation  

  • Experience in collecting, analyzing, and summarizing administration report  

  • Experience in diplomatic security, protection and intelligence considered an asset; 

Languages:

  • English and Bahasa Indonesia in both writing and speaking
