The individual contractor is responsible for direct implementation of the learning support programme in the municipality of Citluk (Medjugorje) and responsible for the direct performance of the non-formal and formal education activities and learning support to refugee children. Learning activities will include All-Ukrainian online school where children can learn online following the Ukrainian curricula.

Since the beginning of 2018 Bosnia and Herzegovina (BiH) has faced in increase influx of migrants, asylum seekers and refugees after previously popular migration routes to Western Europe through the Balkans shut down in 2017.  The national system to protect unaccompanied and separated children (UASC) in BiH - from identification and registration, to referral  and protective services – was initially overwhelmed, but the response is increasingly stable. Nevertheless, UASC and other children on the move are exposed to heightened protection risks, including incidences of (gender-based) violence, abuse, and exploitation (smuggling and human trafficking).

UNICEF's humanitarian response to children on the move transiting through/stranded in BiH takes a two-track approach:

Scope of Work:

The individual contractors are responsible for direct implementation of the learning support programme in the municipality of Citluk (Medjugorje) and responsible for the direct performance of the non-formal and formal education activities and learning support to refugee children. Learning activities will include All-Ukrainian online school where children can learn online following the Ukrainian curricula. 

Description of activities: 

• Responsible for  for implementing non-formal education activities and any other education activities, including support in online learning, within the project location. 
• Liaise daily with other partners, teachers and schools and provide learning and technical support to Ukrainian children within the school.
• Work  directly in the field with children, families, and other stakeholders of the project location he/she is responsible to provide information and advise beneficiaries on existing education services. Daily assist school staff and parents in exchange of information about children’s progress in school (formal or non-formal education).
• Assist in  the  organization, implement and facilitate non-formal education activities and daily support children in the ongoing learning process. 
• Assist and  help children and families in understanding what enrollment procedures into schools and/or into non-formal education activities, including online classes. 
• Facilitate,  collect and report information regarding the overall situation of the refugee children and their families in the community, with specific attention paid to refugees in the municipality of Citluk.
• High ability to adapt to flexible working hours.
• Produce  weekly, monthly and quarterly reports for internal use on the ongoing activities of the project (non-formal education and support in learning).
• Protection is the purpose and intended outcome of humanitarian action and must be central to preparedness efforts, as part of immediate and life-saving activities, and throughout the duration of humanitarian response and beyond. UNICEF commits to design and implement a humanitarian response that helps keep people with vulnerabilities from harm, protect them from violence, coercion and abuse, reduce the threats they face, minimize their exposure to these and increase their capacity to cope.
• Work closely with  Child-friendly space staff and refer identified child protection concerns (exploitation, abuse, bullying, violence) to specialized services, including MHPSS.
• Support Child-friendly space team when is required.
• Inform the emergency and education sections about specific circumstances related to the situation in the field.

To qualify as an advocate for every child you will have 

• University degree in Education, Social Sciences, Public Policy, International Relations, Political Science, or other relevant disciplines with a strong research focus. 
• 1+ years of  of experience in teaching, education or other relevant field. 
• Fluency in English and BCS (Bosnian/Croatian/Serbian) mandatory.
• Ability to work in a challenging environment. 
• Strong  ICT skills, including the use of Outlook, Word, Excel, PowerPoint. 
• Excellent interpersonal and communication skills, intercultural sensitivity.
• Strong facilitation skills and ability to work independently and proactively.
• Excellent attention to detail, organizational skills and discretion with confidential information. 
• Knowledge of Ukrainian/Russian language would be an asset (not mandatory).
• Experience in working with within a humanitarian context or with refugees and other vulnerable populations would be an asset.
• Knowledge of the education and child protection in a refugee host community context would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
