Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 3,204,212 (VATU) yearly.

Introduction

The Pacific Climate Change Migration and Human Security programme is a joint UN programme implemented by the International Labour Organization (ILO), the UN Economic and Social Commission for Asia and the Pacific (UNESCAP), the Office of the United Nations High Commissioner for Human Rights (OHCHR), the Pacific Islands Forum Secretariat (PIFS) and the Platform on Disaster Displacement (PDD) under the overall coordination of the International Organization for Migration (IOM).

 

The ILO is currently planning for the expected second phase of this programme and is recruiting a Project Assistant to support the implementation of ILO activities.  Phase II will build upon the outcomes of phase I of the programme and over a three-year period, will contribute to strengthened resilience and adaptive capacity of Pacific Islanders in the context of climate change and disasters, ensuring that migration and relocation remains a choice, and displacement is averted, minimized and addressed.

 

The final contracting of this position will be dependent on funding availability.

Reporting lines:

 

The Project Assistant will report to the Project Officer in Port Vila. They will receive additional technical guidance from the Technical Officer (Suva) and the Regional Migration Senior Specialist and the International Migration Branch. The Project Assistant will work in close coordination with national programme officers and specialists in the ILO Suva Office.  

Description of Duties

   

  1. In the context of climate change and migration, collect information from records and reports, compile socioeconomic or other relevant data, and prepare reports on programme and project activities.
  2. Organize data and information, and prepare and maintain records, documents and control systems for the monitoring and evaluation of project and programme implementation. Work in close collaboration with partners to draft and revise project annual work plans.
  3. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
  4. Prepare monthly financial monitoring reports for regular internal financial monitoring.
  5. Support the preparation of donor reports.
  6. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
  7. Contribute to the preparation of research reports, knowledge products and submissions to governments by providing information, preparing tables and drafting selected sections and coordinating review and validation processes.

  1. Participate in project activities and needs identification and prioritization and assist with relevant technical cooperation project design.
  2. Perform other related duties as required
  3. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Undertake missions to project sites independently or accompanying others.
  4. Support the recruitment and management of EXCOLL contracts as needed.
  5. Carry out specific administrative operational/control tasks for project and programme activities.
  6. Ensure all donor and ILO visibility and communications requirements are met, proactively identify external communications opportunities.
  7. Regularly review implementation against workplans and monitoring indicators, amend modalities of implementation to ensure to programme delivers in-line with expected results.

Education

Completion of secondary school education, supplemented by technical or university level courses in economics, law, development studies or the social sciences.

Experience

Six years of progressively responsible clerical or administrative work, of which at least one year in programme support activities. Knowledge of the relevant project and programme area and the Office’s operations would be an advantage.

Languages

Excellent command of written and verbal English.
