The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Communication Division (EO-COM) promotes the CEB’s operations and achievements as a social development bank and contributes internally to the sense of belonging around institutional values. The Division manages CEB’s external communication tools, prepares and disseminates editorial content adapted to various target audiences and communication channels (website, social media, intranet), supports events and initiatives aimed at raising the CEB’s visibility.

We are looking for a well-rounded, versatile and dynamic Communication Officer to provide support in implementing CEB’s main communication objectives, namely: (i) ensure transparency and accountability to the public; (ii) accompany and support business development; (iii) promote the Bank’s achievements and impact, and thus increase CEB’s brand as well as its advocacy role in promoting social development across Europe. The incumbent will report to the Head of the Communication Division and collaborate closely with colleagues in the Division and across the Bank.
 
Main Responsibilities:

Create content across communication channels, including website, social media, flagship publications, magazine articles and videos.
Contribute to the production of the CEB’s flagship publications, including the Bank’s annual reports and the quarterly magazine.
Contribute to donor-related communication and visibility activities.
Draft press releases and manage media requests.
Contribute to CEB social media platforms (LinkedIn, Twitter and YouTube).
Direct and produce videos, in collaboration with external partners.
Help organise and publicise high-level events.

More generally, the incumbent will collaborate in any other task that may be requested of them within the framework of the Division’s activity.


Academic background:
An advanced university degree in journalism, communication, media and/or related field.

Professional background:
Minimum 5 years of experience working in communication (experience in international or European organisations is highly desirable).
Excellent writing skills in English.
Track record in two or more of the following fields: magazine editing and writing; social media and multimedia (photo and video); donor-related communication activities; press and media relations.
Capacity to handle multiple tasks and deadlines in a fast-paced environment.
Strong capacity for work and results-oriented with attention to details.
Ability to work in a team, establish and maintain effective working relations with interlocutors from different national and cultural backgrounds. Proficiency in standard office applications including Word, Excel and PowerPoint. Experience in the use of specific IT solutions such as Acrobat InDesign.
 
Language skills:
Perfect command of written and spoken English and working knowledge of French (CEFR level B2 or higher).
Knowledge of one or more other member country language(s) is an asset.
