The Associate, Lab Services will support efforts in Cambodia to deliver the objectives of the Laboratory system strengthening program, under the guidance and direction of the Program Manager and other team members. The Associate will manage different components of the program and engage with national stakeholders in cross-cutting disease programs and MOH departments. The Associate will work closely with other team members to build team capacity in program management capacity, technical writing, analysis and presentation skills.

 

The Associate will work closely with CHAI’s global team of Laboratory experts, in particular the South-East Asia Laboratory Technical Advisor, as well as other members of the Cambodia and Global Labs team. The position will be based in Phnom Penh with domestic travel expected.

Responsibilities
  • Support National Laboratory Systems Strengthening to enhance general lab capacity and carry out project implementation
  • Create and managing primary and secondary data collection efforts to conduct national level lab system assessment
  • Support the development of guidelines, budget plan and other materials to support government in implementation
  • Support program manager in reporting for donors
  • Provide analytical support particularly in areas of scenario modelling, laboratory information system and any other quantification support as needed
  • Conduct joint supervision visits to public hospitals at both national and subnational levels with relevant departments of MoH
  • Collaborate with government to ensure skills transfer and government ownership
  • Develop and maintain strong engagement with key stakeholders and partners on laboratory space, including subnational levels and other relevant actors that play a role on diagnostics and testing services
  • Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of lab programs and assess progress against project goals on regular basis in coordination with Program Manager
  • Draft programmatic reports and engage with Laboratory Consortium partners on the ground
  • Stay up to date with the latest knowledge, skills, industry trends, and procedures in the laboratory space
  • Contribute to strategic areas for expansion and support Program Manager in fund raising efforts
  • Work closely with the CHAI Global Laboratory Team to enlist support, capture and disseminate emerging best practices
  • Perform any other tasks assigned by the Program Manager, and Senior Program Leadership
Qualifications
  • Bachelor's degree in a related field, with a minimum of 2-3 years' professional work experience in a fast-paced work environment
  • Familiarity with global health issues, and willingness to further learn on diagnostic systems
  • Exceptional problem-solving skills, entrepreneurial spirit, able to operate without extensive structural or operational support
  • Goal-oriented and with high attention to detail
  • Excellent analytical (qualitative and quantitative) skills, including advanced proficiency at Microsoft Excel, STATA and/or other data-analysis tools
  • Strong interpersonal skills; ability to build relationships with government and NGO representatives
  • Excellent communication (written and verbal) skills, including the ability to prepare and present compelling presentations, including high-level proficiency in Microsoft Word and PowerPoint
  • Experience coaching and building capacity on analytical skills, project management and power point.
  • Ability to work effectively in a multicultural and high-pressure environment
  • Able to manage multiple tasks simultaneously, set priorities and work independently with minimal instruction
  • Strong openness to feedback and given their willingness to improve
  • Excellent command of written and spoken English for business purposes

Preferences:

  • Master’s degree or equivalent in relevant field like public health, biology, policy, information technology or science
  • Laboratory experience in either general laboratory practice, microbiology, molecular diagnostics or lateral flow assays (Rapid Diagnostic Testing)
  • Management consulting or private sector experience with a focus on excel modelling, report/grant writing and project management.
  • Experience working with government and ministries of health to achieve collaborative goals
  • Previous work experience in Southeast Asia
