CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF programs support government initiatives on HIV/AIDS, hepatitis, tuberculosis, vector borne diseases, COVID-19, antimicrobial resistance, cancer and non-communicable diseases, sexual and reproductive health, family planning, immunization, malnutrition, anemia, childhood diarrhea and pneumonia, oxygen, access to safe drinking water, diagnostics and surveillance, health financing, and digital health.

Programme Overview:

 

Confronting our climate emergency requires an unprecedented shift to low-carbon technologies and products across every aspect of the global economy. Driven primarily by room air conditioners, cooling needs will result in the release of ~130 Giga Tones of CO2 emissions between 2020 and 2050 much of which will come from the generation of electricity for these needs and gas escape during installation and servicing. India is expected to contribute disproportionately to these emissions.

 


Without active intervention for addressing market failures in the cooling industry, transition to less damaging cooling technologies will happen too slowly to avert severe global warming. Strategic shaping of markets for key products played a central role in transforming the fight against HIV/AIDS, malaria, and other diseases. Contextualised lessons from the journey of many of the tools—such as volume guarantees, buyers’ clubs and cost-plus negotiations—that have been successfully deployed to shape markets for health products can be applied to critical climate technologies, from green steel to direct air capture to clean cement.

 


There is currently a major gap in bringing the full market-shaping toolkit and discipline to bear on urgent climate priorities. Bold approaches to promising decarbonization technologies are among the most powerful steps we can take to accelerate the global green transition.

 


A particularly compelling immediate opportunity for strategic market shaping is the transition to clean cooling technologies. Cooling will represent one of the greatest sources of Green House Gas emissions over the coming decades as people seek relief from a warming world. Greener air conditioning products that are as much as five times more efficient than incumbents have already been developed.

 

Role Overview:

 

We seek a highly motivated individual with outstanding credentials and demonstrated experience for the role of Climate and Cooling Senior Analyst (CCSA) for WJCF’s strategic initiative at the intersection of climate change and health outcomes. The CCSA will report to the WJCF’s Director, Strategy and as an integral member of the country team work closely with representatives of different internal country and global teams. The CCSA will play a powerful role in crafting the climate and cooling strategy and implementation approach for WJCF. The CCSA must be able to function independently, be comfortable working and coordinating the operations of cross-functional teams, be flexible, and have a strong commitment to excellence. WJCF places great value on relevant personal qualities: resourcefulness, responsibility, tenacity, independence, energy, and work ethic.

Responsibilities
  • Provide specialised inputs for informing WJCF’s strategy of impacting the intersection of climate and health in India especially with respect to the cooling sector
  • As part of the team, construct approaches and frameworks for designing and implementing initiatives and forging alliances aimed at positively impacting the cooling sector considering aspects mentioned above in conjunction with competencies
  • Conduct primary research and literature review on and track developments related to technological, policy, regulatory, trade, and commercial aspects of climate change, particularly cooling related drivers in India and outside
  • Develop insights for constructing interventions across the cooling value chain for market shaping in the direction of energy efficient and lower emission technologies
  • Develop and leverage networks with key entities in the climate and cooling ecosystem in India
  • Significantly contribute to thought pieces and research collaterals for WJCF
  • Support the crafting of internal and external facing collaterals and reports
  • Play the representation role for WJCF at appropriate fora such as symposiums and workshops
  • Undertake any other responsibilities as assigned by programme leadership
Qualifications
  • Two years or more of relevant experience in climate change, preferably in the cooling sector with consulting firms
  • Bachelor’s or Master’s degree in engineering, industrial application, policy, economics, finance or business aspects of climate, industry, or energy sector
  • Track record of developing research and outreach collaterals commiserate with the requirements for consulting firms, research entities, and think tanks
  • Ability to thrive in uncertainty and develop bottom-up hypotheses which can be tested
  • Proven ability to deliver high quality outputs under time sensitive and complex requirements
  • Strong analytical skills and in-depth working knowledge of digital analytical and visualization tools
  • Strong written and verbal communication skills
  • Ability to work in a matrix and multi-cultural team across geographies
