The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Projects Division (L&D-DP) identifies, screens and coordinates the appraisal, financing and monitoring of bankable social investment projects by mobilising the requisite input and expertise to implement and achieve the objectives of the CEB Development Plan. L&D-DP ensures a first systematic screening of projects in terms of social added value, financial viability, credit risk and compliance. L&D-DP elaborates the agenda of project approvals and disbursements, proposes corrective actions, coordinates with national, regional and local authorities and other actors (International Financial Institutions (IFIs), international organisations, etc.) and uses, when necessary, consultancy services paid on trust funds or CEB own resources.

The CEB is currently looking for a seasoned leader, driven by the social mandate of the Bank, to second the Director and head up its Projects Division in the Loans & Social Development Directorate (L&D). The successful candidate will lead and motivate a multicultural team of approximately 25 professionals. At the heart of the project lifecycle, cooperating closely with other CEB Directorates to develop the Bank’s loan and grant operations, the L&D-DP Head reports to the L&D Director.

Main Responsibilities:

Coordinate the advancement of projects in the project cycle; define the L&D-DP’s priorities, coordinate and supervise the identification and the implementation of projects to be financed by the Bank in line with the Bank's policies and strategy (the CEB Development Plan); foresee problems and reduce the impact of any unpredictable changes.
Elaborate, and based on internal and external needs and constraints, periodically revise business prospective exercises, by submitting periodic proposals to the L&D Director regarding the composition, the amounts and the timetable for submission of new projects to CEB internal Committees and Administrative Council for approval.
Ensure effective management of the team, formulate the team’s operational objectives and monitor achievements (annual evaluation process). Objectives and achievements are reviewed regularly throughout the year and adjusted based on the conditions on the field or the L&D internal benchmarks.
Manage the L&D-DP's operations, activities and resources in close collaboration with other Directorates.
Advise the L&D Director, executive bodies and internal committees on projects, loan and grant operations as well as on possible new business opportunities for the Bank, by participating in strategic working groups and in CEB management meetings.


Academic background:
An advanced university degree in Banking, Finance, Economics, Law, Public Policy or other relevant discipline.
 
Professional background:
Demonstrated professional track record, spanning at least 10 years in banking and finance, and including at least 5 years of team leadership and people management experience, with demonstrated positive results.
In-depth understanding of banking and financial issues, including related to IFIs. Proven experience in the definition of short, medium, long-term objectives and capacity to foresee development of projects/portfolio in a changing environment are a must. Capacity to spur business origination in line with the objectives of one’s institution.
Hands-on experience in project development and financing. Experience in several CEB member states would be an asset.
Excellent strategic thinking, including an ability to translate concepts and general policy orientation into concrete proposals.
Track record and understanding of managing change/transformation of a unit/sector with proven experience in elaboration/coordination of new procedures and management rules.
Excellent capacity to develop and maintain an efficient professional network.
 
Language skills:
Excellent command of English (one of the two CEB official languages), both oral and written, and knowledge of French (the other official language).
Knowledge of other CEB Member countries languages would be an asset.
