Background 

The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since the onset of the war in Ukraine, we have seen a large-scale of displacement of Ukrainians fleeing to the neighboring countries. In response to this, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. We are focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – with the needs of a mobile refugee population, working to a great extent through local partners.

The procurement officer is a member of the Logistics team in the Country office. The Logistic department is responsible for logistical processes including procurement, warehouse, asset and fleet management of the organization in a highly challenging and volatile context.

Responsibilities:

  • Directly responsible of all assigned procurement process up to the defined threshold and at the discretion of Logistics coordinator. Actively, engage on national tendering process (exceeding the defined threshold). 
  • Ensure all procurement under his/her responsibility are processed as per priorities, as per NRC and Donors’ standards, as per requirements, and in a timely manner.
  • Under guidance of logistics coordinator; to support the development of framework agreements, national tendering process prequalification of suppliers, markets surveys, price lists, vendor databases.
  •  Liaise and coordinate with the relevant parties regarding delivery of supplies and keep them informed of any changes in a timely manner.
  • Ensure that procurement reports are prepared and submitted on time to relevant stakeholders.
  • Prepare and develop procurement reports as required by Country Office
  • Maintains filing systems according to NRC filing key, electronic and hardcopy.
  • Establish and maintain good professional working relationships with suppliers, service providers and contractors whilst strictly adhering to NRC's anti-corruption guidelines and NRC's code of conduct.
  • Perform other duties, as assigned by Line Manager
  • Delegated by line manager to supervisor procurement technical Assistants for day to day tasks follow up and operational functions. Detailed roles and responsibilities on decision-making authority for the respective tasks will be documented in the work and development plan (WDP).

Qualifications:

  • Relevant degree in procurement, supply chain management, logistics, business administration or relevant
  • 1-2 years’ experience in logistics management
  • Previous experience in logistics positions in the private and/or humanitarian/recovery contexts.
  • Good working knowledge of English Context/ Specific skills, knowledge and experience: 
  • Documented results in establishing and/or consolidating effective administrative systems
  • Takes initiative, self-starter with great analytical skills
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts
  • Experience from working as a Support Function Officer in a humanitarian/recovery context

  • Contract: up to June 2023 national contract with the possibility of extension depending on funding.
