Org. Setting and Reporting

The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe.

This position is located in the Department of Operational Support/Division of Administration/Facilities and Commercial Activities/Archives and Records Management Section (ARMS).

The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.

The Archives and Records Management Section manages UN records and archives, provides advice and guidance on records and information management, and provides access to UN archives to Member States, UN staff and the public.

The incumbent reports directly to the Chief of the Archives Unit.

Responsibilities

Within delegated authority, the Associate Information Management Officer will be responsible for the following duties:

• Identifies and manages archival records from Peacekeeping Operations to ensure their long-term preservation and efficient retrieval according to established rules and standards.

• Provides support to records-creating offices by advising on record-keeping system standards and compliance; oversees the digital records accessioning process; provides training in the use of metadata standards for the capture, maintenance and accessioning of archives; and manages system upgrades and migration for digital archives databases.

• Supervises and undertakes records accession and disposition functions, including records appraisal, by liasing with records-creating offices on the transfer and/or disposal of records and analysing and evaluating records for evidential and informational value in support of records appraisal.

• Supervises and undertakes the arrangement and description of archives and the production of finding aids; prepares mark-up of inventories for electronic dissemination; and monitors adherence to description, database and preservation standards.

• Performs and supervises reference functions by advising internal and external users on holdings and accessibility and assisting in the administration of access and declassification activities, including ensuring that archives are searchable online.

• Supports the preservation of digital and paper archives by undertaking and supervising the digitization of analogue archives to preservation standards, rehousing paper archives, and the migration of digital archives.

• Leads the Section's outreach activities by curating and contributing to online and physical exhibitions, publications, and social media.

• Supervises General Service staff relating to functions cited above.

• Performs other related duties, as required.

Work implies frequent interaction with the following:

• Managers and staff in records-originating offices and/or field missions.
• External users of UN archives, e.g., scholarly researchers, Member States, etc.
• Contractual personnel.

Results Expected: Supports programme objectives through preservation and servicing of records with continuing value in support of the Organization’s operational, informational, legal and audit needs; provides guidance to Secretariat and field mission offices on managing paper-based and electronic records.

Education

A first-level university degree (Master's degree or equivalent degree) in archival, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required.

Experience in the arrangement and description of digital and paper archives is desirable.

Experience managing the digitization of paper archives to archival standards is desirable.

Experience in coordinating user requirements for enhancement to existing information technology (IT) and information management (IM) systems is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
