General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc; 
  • Knowledge of criminal law and criminal justice issues, including as related to the European Convention on Human Rights;
  • Demonstrable organizational, analytical, communication and reporting skills. 

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

First-level university degree in law or related field

 

Experience:

Minimum 6 years of relevant professional experience

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • First-level university degree in law or related field; 
  • Minimum 6 years of relevant professional experience;
  • Sound knowledge of criminal law and criminal justice issues, including as related to the European Convention on Human Rights;
  • Experience in program planning and management;
  • Excellent analytical and reporting skills;
  • Excellent written and oral communication skills;
  • Excellent organizational skills;
  • Professional fluency in English with excellent communication (both oral and written) skills;
  • Computer literate with practical experience using Microsoft applications.
  • Ability and readiness to work in a stressful environment, including an ability to work under strict time constraints.

 

 

Desirable:

  • Previous experience as a judge, prosecutor, or practicing attorney; 
  • Previous experience in supporting domestic prosecution, law enforcement, or judicial authorities;
  • Knowledge of BiH, including the conflict, its consequences, and current legal and political contexts;
  • International experience;
  • Management of staff and teams;
  • Working knowledge of Bosnian/Croatian/Serbian;
  • Previous experience in Bosnia and Herzegovina.

 

Tasks and Responsibilities

 

The successful candidate will be tasked with the following duties:

  1. Monitoring, analyzing, and reporting on the state of the criminal justice system in BiH, particularly in relation to legal and structural issues and potential and needed reforms as they relate to the investigation, prosecution, and adjudication of corruption, organized crime, terrorism, domestic violence, and other serious categories of criminal offences;
  2. Providing advice and assistance to justice sector actors throughout BiH relating to the criminal justice processes monitored and analysed;
  3. Identifying emerging criminal justice issues of potential interest to the Mission; 
  4. Working closely with other members of Rule of Law to identify wider systematic issues related to criminal justice and the justice sector and develop cross-cutting interventions; 
  5. Providing advice to the Head of Rule of Law, Management of the Department, and the field staff on criminal law matters, particularly relating to relevant international and domestic legal frameworks and instruments;
  6. Ensuring the accurate gathering and flow of information, particularly in the spotting of key issues arising within trials, as reported by the sections trial monitors;
  7. Contributing to drafting of other documents and submissions on behalf of the HDD;
  8. Following legislative and policy developments at the national, entity, cantonal, and local level that impact on the rights of individuals;
  9. Together with other programmatic personnel in the Rule of Law, reviewing legislation to identify provisions that conflict with international standards or gaps in the legislation which prevents the application of the rule of law;
  10. Participating in meetings with local authorities, international agencies, members of the judiciary, defence counsel, and prosecutors;
  11. Representing the OSCE at rule of law and justice sector meetings with other international organisations, government officials, etc;
  12. Working with the other members of the Department to suggest and develop strategies for specific situations where necessary, including follow up on rule of law issues;
  13. Managing the Major Crimes portfolio, including budgetary matters and internal progress reporting;
  14. Performing other duties as required.
