What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Protection within the Movement (PwM) Manager endeavours to ensure that the ICRC fully assumes its role of lead agency on protection issues within the International Red Cross and Red Crescent Movement and, in doing so, strengthens the overall capacity of the Movement to protect people by establishing and advocating for a joint approach on protection with the National Societies (NS) and the International Federation of Red Cross and Red Crescent Societies (IFRC).

Accountabilities & Functional responsibilities

Further develop and promote the PROT MOUV strategy enabling the ICRC to reinforce its lead role in the domain of Protection within the Movement and assume where applicable its (co)-convener role;

Chair and assures the secretariat of the Movement Protection  advisory board, bringing together 20 members of the Movement;

Develop and negotiate, internally and within the Movement, the Protection Resolution to be presented during the Council of Delegates 2024;

Be the entry point with counterparts at IFRC and with NSs and manage and ensure with them a constructive relationship;

Chair the PwM Steering Committee and Sounding board bringing together colleagues from HQ, field and Management;

Promote PwM priorities and approaches in various internal working groups (Children, RFL, MIAG etc.) and with Divisions (Prot, Mouv, COM etc.), all Regions and the Directorate;

Promote PwM during various Movement meetings and workshops (Council of delegates, International Conference, PGI etc.) and with NSs at both technical and management level;

Support delegations and NSs willing to develop the “Minimum Protection Approach”, in particular through the organization of internal and external trainings and workshops;

Manage, together with Norcross, the “Online Coaching Workshops” (1 or 2 per year) focusing on Professional Standards on Protection work and Minimum Protection Approach;

Organize, promote and animate the “Protection Hour” webinars (10 per year);

Promote and review the training “What is Protection and how to implement it” in coordination with Swedish RC;

Leads, promotes and moderates the Protection community of practice, bringing together ICRC, IFRC and NS members.

Leads and/or coordinate and/or participate in the creation and promotion of of various protection tools (policy, guidance, templates) and communication material (short videos, social media, etc)

Represent PROT MOUV in various working groups e.g. Sustainable Humanitarian Impact with the  EODG/Partnership council

Provides support to the global migration adviser on the development of the Movement migration strategy and other Movement-related migration work

Certifications / Education required

  • University degree or equivalent in international relations, social sciences or similar
  • Computer proficiency
  • Excellent command of English. Other language an asset.

Professional Experience required

  • Typically 12-15 years’ overall professional experience, including field operational experience in Protection.
  • Solid experience in the field of migration
  • Minimum 5 years of experience in one of the movement components is mandatory (National Societies, the Federation or Committee) 
  • Experience in cooperation with National Societies and the Federation
  • At ease with working on strategies
  • Good networking and negotiation skills
