Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Budget and Finance Section, Division of Administration (ADM).

The Budget and Finance Section is a multi-national team working to support the Commission in budget and financial matters in compliance with the Commission’s Financial Rules and Regulations, Administrative Directives, and other regulatory requirements. 

Reporting Lines

Under the supervision of the Coordinator Budget Planning and Implementation – Chief Finance, to:

Duties and Responsibilties

  1. Facilitate the routing of documents and transactions requiring approvals and signatures, maintain logs and archive of memoranda and other important documents;
  2. Act as Secretary to the Committee on Contracts, organize meetings, compile minutes and submit the report of the meetings to the Office of the Executive Secretary for approval;
  3. Provide editorial assistance in compilation of documents including annual financial statements, periodic financial reports and information papers;
  4. Provide administrative support during the external audit of the Commission’s Financial Statements. Make logistical arrangements for the auditors, maintain log and copies of documents presented;
  5. Provide general secretarial support to the Section;
  6. Act as the timekeeper for the Section to ensure attendance and leave records in the system are properly recorded and updated;
  7. Assist with receiving and recording of incoming invoices, travel claims and other payment requests and act as a back-up to Finance Assistants of the Section as needed; 
  8. Book and process travel request for the members of the Section;
  9. Perform other duties as assigned.

Education

  • Completed secondary education and appropriate office training; additional training in finance, accounting or business administration is highly desirable.

Work Experience and Qualifications

  • At least three (3) years relevant working experience in finance or general administration office or related area is essential, preferably part of which should have been in an international environment; 
  • A good knowledge of Microsoft Office and other computer applications is essential;
  • Demonstrated knowledge and experience in the use of modern Enterprise Resources Planning (ERP) system’s finance and accounting modules (preferably SAP) is required; 
  • Experience with the use of databases is essential;
  • High degree of accuracy and ability to pay attention to detail, and to follow written procedure;
  • Excellent organizational skills and the proven ability to deliver projects within assigned deadlines;
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment;
  • Ability to build strong relationships with clients, focus on impact and respond positively to constructive feedback.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
